Country Context
Located in central Africa, Chad is an ethnically diverse country with an estimated population of 12.8 million. The Chadian population is young, nearly 47% are under the age of 15. Since independence, Chad has been plagued by crises and remains one of the poorest countries in the world. Human security is an issue because of recurrent conflicts internally and with external actors. The most pressing concern is the threat of Boko Haram from neighboring Nigeria, which has exacerbated the underlying issues of poverty, disempowerment, and economic and political exclusion in the administrative regions surrounding Lake Chad.
CRS has been supporting activities in Chad since 1985, and it opened a program office in 2002. CRS implements its programs through partners who work closely in long-standing relationships with communities. Through these partnerships, CRS builds the capacities of local organizations and individuals by encouraging them to actively contribute to the development of their own country.
Background
To respond to the emergency needs of conflict affected populations, and in line with the World Humanitarian Summit and the Grand Bargain commitments, the Caritas Germany (CG)-funded project « Strengthening of national and diocesan Caritas through CRS-training and accompanying programme » seeks to strengthen local actors’ ability to deliver timely, high quality cash programming in emergency contexts. By scaling up ongoing cash-based responses, and ensuring strong programming, Caritas Germany and CRS aim to address the immediate lifesaving needs of conflict-affected populations while building the capacity of intervening actors to respond to future shocks.
Primary Responsibilities
The PQ & CB Manager will be responsible for the planning, implementation, monitoring, learning and reporting of activities for the project « Strengthening of national and diocesan Caritas through CRS-training and accompanying programme« . He/she will spend 10% of his/her time providing support to CRS Chad’s emergency programs, including: supporting the planning, development, and writing of proposals and budgets for emergency and emergency-to-resilience projects; representing CRS in relevant emergency clusters, and; supporting coordination efforts to ensure the implementation of timely, adequate and high-quality projects.
Specific Responsibilities
Duties include but are not limited to the following:
Strengthening of national and diocesan Caritas through CRS-training and accompanying programme (90% LoE)
Program Quality/Management
- Oversee and ensure the successful implementation of the program, in adherence with donor requirements.
- Ensure high quality project implementation, to establish a reputation of CRS as an exceptional responder.
- Support teams and partners in the development of Detailed Implementation Plans (DIP) and Monitoring, Evaluation, Accountability and Learning (MEAL) components linked to Strategic Objective 2. Ensure DIP includes all relevant events to support project goals, including programming and management quality focused partner capacity strengthening events.
- Provides support for the operationalization of Information, Communication and Technology for Development (ICT4D).
- Ensure adherence with CRS guiding principles, program quality statements and standards.
- Promote the use of CRS Program Quality tools and manuals, including the new ProPack III /SMILER for M&E.
- Develop and maintain strong collaboration with CRS technical experts in the areas of emergency programs, Cash & Vouchers and other relevant sectors as needed.
- Support the development of high-quality Scopes of Work for technical assistance, training materials/facilitation guides.
- Be responsible for the final content of all project reports – review reports from Program Managers (PMs), provide feedback for improvement, support PMs to integrate the feedback, and submit final report to donors.
- Ensure regular documentation of field trips and activity implementation and coordinate local partner to provide inputs for periodical reports.
- Be responsible for producing and maintaining up-to-date Past Performance References and maintaining the project Gateway site current.
- Ensure that all activities strive to attain SPHERE and in-country Clusters’ standards.
- Ensure accountability, gender equity, and protection principles are mainstreamed in all steps of the project cycle.
- Plan and manage all the above in a phased and prioritized manner with full consultation and co-ordination with CRS staff and other agencies, both governmental and non-governmental
- Ensure robust financial and monitoring and evaluation systems are in place for high quality programming.
Institutional Learning, Documentation and Sharing
- Identify, document and lead any efforts to document best practices and lessons learned from interventions for organizational learning and donors.
- Take the lead in the completion of success stories and case studies — modify as needed based on intended audience.
- As appropriate, integrate best practices from CRS emergency programming into the project.
- Present and share best practices with other peer agencies.
Capacity Building and Supervision:
- Oversee Project Officers
- Provide high quality mentoring and coaching of staff and partners, in line with CRS policies and procedures.
- Address poor performance promptly and constructively, ensuring fair treatment of staff by identifying, documenting and providing adequate support to address performance and behavioral issues.
- Promote a work culture in line with CRS values: promotion of international and national talents, collaboration, and uniform adherence to CRS programming principles.
- Whenever appropriate, organize CRS and Caritas combined responses to promote cross learning.
- Facilitate access to the necessary trainings (i.e. SPHERE standards, voucher methodology, etc.) for staff to implement quality programs.
Financial Oversight:
- Manages project budget in compliance with donor guidelines and policies.
- Ensure robust financial and monitoring and evaluation systems are in place for high quality programming.
- Provide direct inputs and support to project team in developing and monitoring annual budgets. Maintain regular financial planning, review and adjustment.
- Assume proactive role for financial management of CRS activities. Maintain regular financial management (including quarterly and activity advance and liquidation).
Chad Emergency Programs Leadership (10% LoE)
New Programming:
- Together with the Business Development Specialist, build an accurate database of donors interested in funding Emergency Response and Recovery (ERR) activities, including sectoral and geographic priorities.
- Develop familiarity with UNDP-administered Pooled Fund and other UN-managed appeals and ensure the Country Program (CP) is well-positioned and ready to submit quality proposals when applications are open.
- Lead the development of evidence-based, quality ERR proposals as opportunities arise. Perform as technical lead and/or lead writer as needed.
- Work with senior Chad and Cameroon staff to strategically use CP, regional private allocation funds to position CRS for further donor funding.
- Ensure needed project documents (such as proposal, SMILER, DIP) are in place for each new initiative and update as needed.
- Ensure Caritas and other partners’ capacities and visions are reflected in all strategies.
- Work with national and international Caritas partners to mobilize funds from European and other donors for ERR funding.
Networking and Advocacy:
- Develop contacts and foster positive relationships with in-country donors, INGOs, Church Partners and other like-minded organizations.
- Maintain good relations with similar organizations in working groups to share and learn from their activities/experiences.
- Ensure that CRS Chad is a significant and relevant actor in Chad’s humanitarian coordination meetings.
- Attend national and sub-level cluster and general coordination meetings, including Caritas Forum meetings on emergency coordination among all CI members in Chad. Ensure that CRS Chad is a significant and relevant contributor in humanitarian coordination meetings.

Qualifications:
- Significant (minimum 3 years) experience in managing programs and human and financial resources, preferably in complex emergency situations.
- Possess a graduate degree in a development related field, or its equivalent.
- Sound management skills including a minimum of 3 years of field management experience in a development agency.
- Proven experience in establishing and maintaining effective partnerships.
- Proven track record of developing winning proposals for the US government, EU, UN, and/or other funding opportunities.
- Demonstrated knowledge of and ability to navigate the humanitarian coordination system.
- Proven expertise in coordinating management and technical skill training programs to support the development of emergency response staff.
- Knowledge of CRS programming, Integral Human Development, SPHERE standards and Catholic Social Teaching principles preferred.
- Demonstrated knowledge/experience of integrating cross-cutting themes such as capacity building, gender, good governance, and peacebuilding.
- Excellent interpersonal and negotiation skills.
- Excellent professional communications skills, both oral and written, in French and English.
- Ability to exercise sound judgment and make decisions independently.
- Extremely flexible, and have the ability to cope with stressful situations in emergency environments.
- Demonstrated ability to provide leadership in strategic planning initiatives.
- Ability to work both as a motivating member and a leader of a diverse team.
- Strong computer skills (MS Word, Excel, Outlook and Power Point) necessary; familiarity with the application of ICT and GIS products in emergency preparedness and response an asset.
- Experience with staff care in emergency settings.
