JOB SUMMARY :

The Health and Nutrition Specialist will base at CARE country office- Addis Ababa and act as the key technical person and provide support to health and nutrition projects CARE has been implementing in different regions of Ethiopia.  The post holder will closely work with Humanitarian program managers- Mainly health and nutrition program manager, and assist them in launching new projects, follow up of projects progress and accomplishments status. He/She works with program support units such as procurement unit, supply chain and logistic unit and supports the planning, procurement and distribution to targets of health and nutrition commodities.   He/She assists the health and nutrition program manager in preparation of project summaries, updates, and progress note and presenting at health and Nutrition   coordination fora. With the support of the health and nutrition program manager, He/She attends regional coordination meetings and present projects progresses and contributes for networking and coordination of CARE’s humanitarian response with relevant stakeholder. He/She also closely works with FO Humanitarian team and follow progresses of health and Nutrition projects, facilitate rapid assessments, and collect inputs for proposal write up and other purposes. He/she also assists health and nutrition program manager and HR unit in selection and recruitment of new staff such as CMAM nurses, health officers, and others required for health and nutrition projects. In general, He/She closely work with humanitarian team in Addis and field offices and contributes for better implementation of emergency health and nutrition responses in different regions of Ethiopia.

 

RESPONSIBILITIES AND TASKS:

Job Responsibility 1:   Planning and Implementation of Program Activities (35%)

  • Prepare annual program plan and submit it to his/her immediate supervisor.
  • Ensures that planning and implementation of the project activities are in accordance with the program principles, approaches, and procedures of the organization.
  • Ensure determination of program targets are made in participatory manner (in consultation with humanitarian team in Addis and field)
  • Facilitate and assist the coordination and implementation of humanitarian responses, health, nutrition and related humanitarian responses.
  • Works closely with humanitarian team in Addis in planning, implementing, and monitoring and evaluation of the program activities.
  • Support FO humanitarian team in the preparation of annual, Biannual, and quarterly plan and follow/assist on implementation
  • Coordinate with health and nutrition program manager and prepare program update and present to different coordination fora; regional nutrition cluster, health cluster and other partner NGOs
  • Work closely with program support unit ad assist on the planning and execution of purchase of program supplies materials, pharmaceuticals, and medical commodities etc.
  • Work closely with supply chain team and monitor and ensure procurement of standard quality items and delivery to project locations.
  • Plan and conduct field monitoring and supervision and ensure program implementation are in accordance with the set standards and procedures.
  • Conduct field visit and provide technical assistance to field team; health officers, Nutrition supervisors, nutrition nurses and other field staff as appropriate
  • Ensures that the project activities are implemented according to the technical specification set together with partners and time schedule.
  • Ensures that the project’s capacity building activities are implemented in line with the felt need and demand of the users and address the set objectives.
  • Ensures that gender issues are properly addressed during the process of the project planning and implementation.
  • Ensures that policy learning and advocacy related to women empowerment are incorporated at all levels of the projects’ planning and implementation.
  • Conducts performance review and appraisal of employees under his/her supervision according to the policy of the organization

Job Responsibility 2: Monitoring and Supervision and Capacity Building (20%)

  • Support and coordinates needs assessments in different regions where CARE has operation.
  • Work with LDM staff and organizes and facilitates joint monitoring of health and nutrition projects and document findings, lessons/learning.
  •   Work with FO humanitarian team and organize review and learning events of active projects, prepare reports, learning and lessens.
  • Together with humanitarian humanitarian/LDM team, sets project quality standards and action steps and monitor performance accordingly.
  •   Carryout warehouse inspections and ensure project materials and supplies are properly handled and dispatched to project operation areas.
  •   Oversees the implementation of integrated health and nutrition projects and ensure that the quality standards are applied throughout project cycles.

Job Responsibility 3:  Learning and Net Working (20%)

  • Establishes institutionalized working relationships and network with government partners, non-government partners and other stakeholders.
  • Attend different coordination meetings; Zonal, regional, national as required and share presentations, learning, lessens as approved by Senior management.
  • Compile and share minutes/updates of coordination meetings attended and to CARE humanitarian team.
  • Wok with LDM team and prepare projects/program learning, lessons, success stories as it helps for communicating program success and visibility.
  • Support humanitarian team, LDM unit and organize different workshops and review meetings; project launching, project review, after action review ec
  • Work with LDM team and ensures that organizational core values, policies, procedures, and program approaches are clearly understood and adhered to information to monitor project progress and organizational performance, including M & E data are collected and used for organizational learning, decision making, reporting, and for promoting innovations.
  • Participating in and/or lead health, nutrition, and/or multi-sectoral assessments as required.

Job Responsibility 4: Reporting (10%)

  • Develops appropriate reporting formats together with the health and nutrition program manager LDM Manager and other relevant technical staff and share with humanitarian team.
  • Collect and compile monthly and quarterly and annual performance reports active projects
  • Validate reported activities against progress and performances.
  • Assist health and nutrition program manager in the production of monthly, quarterly, and final reports for the projects.

Job responsibility 5:  Staff Supervision, Coaching and Team Building : (10%)

  •  Supervises technical team at field office level; MHNT team, nutrition nurses, supervisors and build their capacity through coaching and mentoring.
  •  Support the development of high performing technical teams in the field and ensure that appropriate procedures and policies are followed.

Job Responsibility 6: Perform other duties as assigned (5%).

III GENDER EQUALITY

  • The Health and Nutrition specialist will be responsible for ensuring that gender equality and diversity values are upheld in the recruitment, orientation, performance assessment and management of staff.
  • Provide adequate time for staff to participate in gender sensitivity workshops and related events.

PROBLEM SOLVING (Thinking Environment)

Levels one and two of problem solving apply to the incumbent. The incumbent is involved with daily routine activities, she/he also uses interpolative skills to pick and choose the right solution to address given problems.

  1. QUALIFICATIONS (KNOW HOW)
  2. A)EDUCATION/TRAINING

Required

  • BSc Degree in Health science, Nutrition, Nursing, Public Health officer

Desired:

  • Master’s degree in public health, Nutrition, or another related field.
  1. B) EXPERIENCE:

Required:

  • 5 years’ experience in emergency health and nutrition programming, participatory project implementation and other related experiences.

 

C) TECHNICAL SKILLS

Required:

  • Highly organized, attention to detail and analytical skill.
  • Computer skill: Microsoft programs-word, PPT, excel
  • Experience on humanitarian program-health and nutrition
  • Good oral and written communication and interpersonal skills.
  • Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, conceptual understanding of participatory approach and sustainable development.
