  1. JOB SUMMARY

The purpose of the position of Safety & Security Officer with CARE International in Ethiopia will be to provide expertise, knowledge, and specialist support to the CARE Ethiopia CO/programs to minimize risks to personnel, assets, and program resources, while fostering best practices in respect to safety and security.

CARE has had a presence in Ethiopia for nearly four decades with a large program footprint and staff presence across main regional states in the country and with good acceptance. CARE interventions primarily focus on livelihoods, resilience building, gender and institutional strengthening, empowering women, and children, drought response, and other emergency live-saving interventions. Impact groups include chronically food insecure rural women, pastoralist school-aged girls, and resource-poor urban female youth. The country office is now responding to large-scale humanitarian crisis caused by the current conflict in the Northern regions, which has displaced millions of people across the country.

 

Key Responsibilities and Tasks

  1. Safety and Security Management
  • The incumbent (s)reports to the Safety and Security Manager (SSM).
  • Manage the security operations centre, making sure all aspects of the Ops centre are running smoothly.
  • Work in shifts (including some weekends) as a part of a team monitoring the CARE Ethiopia operational environment and carry out real time travel and staff tracking and follow up.
  • Carry out information gathering and verification to disseminate important and accurate real time updates relevant to CARE staff and operations.
  • Support the Safety and Security Manager and Senior Operations and Access Advisor on the management of any incidents/crises.
  • Report safety and security incidents affecting all CARE staff and assets to SSM and SOAA in a timely manner
  • Establish networking with diverse stakeholders including program staff, the police, and peer organizations in the duty station.
  • Attend NGOs and UN local security forums on behalf of the SSM and SOAA
  • Support drafting, editing, and distribution of routine weekly/monthly security updates.
  • Promote the completion of CARE Academy Safety and Security Modules by all CARE Ethiopia staff.
  • Assist in delivering fire safety, and staff readiness training to all staff.
  • Support the implementation and maintenance of CARE safety and security policies and standards.
  • Promote the development of a security culture among staff
  • Monitor staff compliance to safety and security policies/procedures and report breaches to the SSM/SOAA.
  1. Context Monitoring and Updating SSRAs and SSMPs
  • Support the SSM in continually monitoring and assessing the context and situation to determine the extent of risk and vulnerability of CARE Ethiopia Field office personnel and resources in all of CARE operations.
  • Support the SSM/SOAA in updating field and CO Safety and Security Risk Assessments (SRAs) whenever changes in the situation or circumstances occur.
  • Prepare and arrange individual security briefings for all visitors and new staff to CARE Ethiopia.
  • Support the maintenance of the CARE Ethiopia Safety and Security Management Plans (SSMPs) and support adherence to procedures and plans.
  • Update emergency communication TREE and undertake periodic testing or as required by the situation.
  • Update & review CARE contingency plans on a quarterly basis as guided by the SSM
  • Undertake periodic visits to field offices and provide close security support
  • Perform regular checks to ensure that all safety and security related equipment such as first aid kits and fire extinguishers are located appropriately in all CARE Ethiopia offices and vehicles and meet standards.
  1. Administrative Responsibilities
  • Undertake all office administrative tasks
  • Maintain routine and confidential correspondence files/documents related to safety & security.
  • Support all staff with security clearance processing
  • Monitor and track staff movement in the field offices and provide daily status reports
  • Support the procurement of equipment related to safety & security upgrades
  • Maintain proper records of security equipment/assets
  • Work closely with admin staff of other departments such as procurement, finance, I.C.T and other program support staff.
  • Undertake any other administrative tasks as directed by the line manager

Job Requirement

  • Bachelor’s degree or above in a relevant field
  • Relevant diploma in police academy/military, and/or other related social sciences fields
  • Special security certifications/training (preferrable)

 

Experience

  • 3 to 4 years of related experience in the security management industry
  • Previous experience with local NGOs/INGOs/UN (desired)
  • Strong background and related professional experience in safety, security and emergency preparedness, logistics and planning with an INGO or similar organization (desired)
  • Competencies and Skills
  • Proficiency in English languages
  • Planning, organizing, budgeting and basic accounting skills
  • Good computer skills (word processing, excel and PowerPoint presentations).
  • Excellent organizational and coordination skills (required)
  • Excellent communication and interpersonal skills
  • Should be conversant with the use of emergency communication equipment such as satellite phones and VHF/HF radios.
