Job Description :

PROTECTION OFFICER – GALKACYO (GAL-MUDUG)CARE International is an international NGO working in Somalia. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, as well as mitigating immediate suffering caused by drought, conflict and displacement.

CARE Somalia’s Urban Youth Program is currently seeking applications from experienced professionals to fill the position of Protection Officer. The position will be based in Galkayo- Galmudug with frequent travel to the field regularly for project implementation and technical support.

Position Summary :

This position will be reporting to the Urban Youth Area Managers in Galmudug and will be responsible for handling the implementation, monitoring /reporting of the overall protection activities in all the assigned geographical areas. S/he will monitor the overall protection component with a view of gathering information to inform program priorities, plan and implement the and protection activities. These include attending cluster meetings, facilitation of psycho-social support(PSS), case management training and other coordination forums, and liaise with government and non-government.

Roles & responsibilities :

Planning and implementation of protection and FCRM activities :

  • Lead and oversee the implementation of protection component of the Durable Solutions for IDPs and Returnees in Somalia (DRIRS) project to ensure timely delivery of programme activities, including monitoring against log frames, identifying programme supplies needs and coordinating with the logistics team to put in place a sensible phased procurement plan.
  • Support and at times lead in preparation of activities work plans and expenditure plans in consultation with other protection team to timely implementation of activities.
  • Provide technical support to protection teams including GBV focal point persons and Clinical Management of Rape (CMR) in consistent with international and national standards and ensure that program design and implementation creates no harm in the communities, promotes human rights and accountability, and has a positive impact.
  • Work closely with protection team, and community groups and involve communities to organize their resources in preventing or responding to protection threats and increase resilience, particularly ensuring safety and dignity of the most vulnerable groups.
  • Work with CMR at the General hospitals on the GBV cases collected by GBV focal points
  • Lead in all GBV trainings and warrens campaigns
  • Support and provide guidance on the preparation of monthly GBV activity reporting and data collection by the Focal points and CMR doctor

Program design and development :

  • Support the Program staff with the design and development of proposals and ensure that protection component such as protection from violence, child protection, gender based violence and psychosocial support are integrated as cross-cutting in all programs and projects
  • Assist the program staff with assessments, gathering of information, data that helps in developing program proposals
  • Provide fresh ideas, thoughts, and concepts to DSIRS team relating to protection programming and best practices.
  • Summarize, analysis and report all GBV cases from the GBVFPs and other stakeholders.

Coordination and representation :

  • Represent CARE in external forums and attend key meetings such as Protection Cluster, and sector specific working groups
  • Liaises with government authorities, key humanitarian actors and UN agencies, as appropriate, to obtain maximum benefit and efficient use of resources in the implementation of assistance programs.

Other duties :

  • To bring to the notice of the Area managers both Puntland and Gamudug, other project staff and Consortium Coordinator any discrepancies, serious incidents or any urgent information which may need serious consideration regarding day to day program activities
  • Fulfill any additional assignments as deemed necessary by the organization.

  • Key Internal Contacts: Area managers; Senior Project Officers; Project Officers; Consotium Coordinator;
  • Key External Contacts: Implementing partners; Program beneficiaries; Consortium members such Save the Children, ACTED, SSWC, IMPACT, relevant agencies, government ministries (mainly MOI, local governments, ; INGOs working in Puntland and Galmudug.

Qualifications (minimum requirements) :

Experience:

  • University Degree in social sciences, social work, psychology or other related field.
  • At least five years’ work experience in humanitarian field with Focus in relevant technical discipline (GBV prevention, and response programming, social work/counselling, Humanitarian accountability)
  • Strong training and capacity building skills, particularly using participatory techniques for training on different components of GBV programming
  • Previous experience conducting training in case management, psychosocial support, social component of clinical management of rape curriculum, GBVIMS, development of SOPs is desirable.
  • Fluent English (written and spoken) and Somali language skills.
  • Strong representation and negotiation skills.
  • Demonstrated leadership and interpersonal skills.

  • Communication skills: well developed written and oral communication skills. Able to communicate clearly and sensitively with internal and external stakeholders as a representative of CARE international Somalia on protection and accountability issues
  • Integrity: working with trustworthiness and integrity and has a clear commitment to CARE core values and humanitarian principles
  • Resilience /adaptability and flexibility: ability to operate effectively under extreme circumstances including stress, security risks and harsh operating environment
  • Awareness and sensitivity of self and others: documents awareness and sensitivity to gender and diversity.
  • Work style: Is well planned and organized even within a fluid working environment and has capacity for initiative and capacity and decision making with competent analytical and problem solving skills
