Mission and objectives :

UNDP works in more than 170 countries and territories. It is one of the leading multilateral development agencies contributing to the eradication of poverty and the reduction of inequality and exclusion. It supports national processes to accelerate progress in human development. Its main areas of intervention are focused on: – Inclusive growth and sustainable development – Participatory governance and social cohesion – Environmental resilience and disaster risk reduction, and – Human capital development In Chad, UNDP works to improve inclusive growth, governance, environmental sustainability and human capital, addressing inequalities and building resilience to natural disasters and prolonged humanitarian vulnerabilities. The program is based on the idea that strong and credible governance institutions capable of managing development and conflict are the foundation for solid and inclusive economic progress, and that growth cannot be sustained without economic diversification and appropriate management of natural resources, including through extractive industries.

 

Context :

The nexus of security-humanitarian-development issues around Lake Chad has given rise to an intractable extremist insurgency that has left tens of thousands of people dead, approximately 2.5 million displaced, and more than 10 million people in the region affected and in need. While robust national and multi-national military operations have re-taken territory previously controlled by Boko Haram, UNDP recognizes that a new approach is required to consolidate these gains and establish the conditions necessary to transition from military to civilian responsibility for security, and from the provision of humanitarian assistance to the resumption of stalled development processes. In this context, the UNDP-RSF Chad is strengthening its team in the Lac and Hadjer Lamis Provinces by recruiting specialists to support Regional Stabilization Facility project implementation in Chad. The Sub-Offices (SO) for Bol, Massakory, Hadjer Lamis Provinces have been operational since 2019 and UNDP has established an Operations Service Centre to support management and operations functions related to the effective delivery of programmatic results in anticipation of launch of second phase, such as Chadian Window of the Stabilization Facility in tow provinces. It is considered vital that the Massakory Sub-Office has efficient and effective programme, monitoring and evaluation (M&E) functions with result-and evidence-based approach and produce timely and accurate reports to all relevant stakeholders, such as the Government, donor partners, UN agencies, NGOs/CSOs, the academia, and the general public. Under the guidance and direct supervision of the Stabilization Specialist in the Hadjer Lamis Province and in close collaboration with Country Office M&E and Programme Management Support Unit (PMSU) in N’djamena, the Programme, Monitoring and Reporting Specialist sets solid monitoring and reporting mechanisms for the sub office and manage thematic and crosscutting M&E and reporting. The Monitoring and Reporting Specialist ensures that objective monitoring and evaluations are designed and managed to assess the relevance to the needs of stabilization, crisis-response and recovery in the lac and Hadjer Lamis Provinces ; effectiveness, efficiency, impact and sustainability of results; monitoring and evaluations carried out in a credible and systematic manner; evaluation lessons and recommendations are used for programme design, contribute to implementation of UNDAF/CPD priorities and results in the Lac and Hadjer Lamis Provinces .

 

Task description :

Within the delegated authority and under the supervision of the Stabilization Specialist or his/her designated mandated representative(s), the UN Volunteer will :

 

Summary of Key Functions :

  1. Programme and Policy ;
  2. Implementation of Programme and M&E policies and strategies
  3. Management of the Programme, M&E and reporting process ;
  4. Facilitation of knowledge building and knowledge sharing on M&E and reporting Ensures the implementation of Programme, M&E and reporting policies and strategies, focusing on achievement of the following results ;
  5. Responsibility for planning, preparation, budgeting, reporting and oversight of thematic, country programme/project evaluations and other types of evaluations conducted in the Lac and Hadjer Lamis Provinces by the Sub-Offices in close collaboration with PMSU in CO ;
  6. Advice to the Senior Management in CO to the programme of work for the Sub-Offices, including identification of topics, and projects/programme to be monitored and evaluated ;
  7. Development of M&E and reporting tools and processes, innovative approaches that meet the requirements of UNDP in complex conflict situations ;
  8. Contact with PMSU in CO, Regional Office and HQ Evaluation Office if required, with a view to harmonizing M&E and reporting approaches and agendas ;
  9. Promotion of M&E and reporting standards, quality assurance/control and capacity development in the Country Office ;
  10. Organization and coordination of monitoring or evaluation missions for development projects, sectoral and thematic evaluations, and desk evaluations/studies on selected sectors/themes  ;
  11. Research and analysis of thematic issues  ;
  12. Managing and coordinating the implementation of the respective activities based on the relevant project documents, including, as needed, supervision and guidance of other project staff, consultants and experts with a view to achieving project results ;
  13. Developing comprehensive/detailed project work-plans that include all project activities and roles and responsibilities of the stakeholders and setting-out corresponding milestones ;
  14. Monitoring the progress of implementation of project activities and key event schedules observing the work-plans and set deadlines including monitoring of the financial resources and accounting to ensure accuracy and reliability of financial reports ;
  15. Mobilizing goods and services to support project activities, including drafting TORs and works/product requirements and specifications ;
  16. Identifying opportunities for deepening the cooperation and recommending adequate approaches to dealing with different stakeholders based on information on all relevant stakeholders gathered during project implementation ;
  17. Maintaining regular communication on relevant project issues with the local counterparties, consultants and experts with an aim to ensure quality and timely delivery of all agreed outputs ;
  18. Engaging groups and communities in project activities that affect them ;
  19. Communicating project goals, activities, and results clearly to both stakeholders and the wider public ;
  20. Submitting reports to UNDP, partners, and donors in a quality and timely manner ;
  21. Identify RSF National and Regional Window good practice and lessons learned for the UNDP stabilisation knowledge base. Ensure the products comply with quality standards ;
  22. Advise practitioners on the application of the knowledge platform and how to provide inputs and how to get access ;
  23. Maintain the platform and promote its use and implementation, particularly the exchange of experiences in thematic forums and through the capture of lessons learned. Ensures effective management of M&E and reportting process in the Sub-Offices the achievement of programme outputs and results, coordinates and drafts project/programme reports in targeted provinces in Chad and provides directions and inputs into communications results of the sub-offices ;
  24. Provision of the technical advice at the design stage of Programmes/projects setting up a M&E and reporting framework with defined indicators at the design stage to facilitate the M&E and reporting at the later stages ;
  25. Provision of feedback on M&E-related issues into policy/project/programme design, including comments on various documents ;
  26. Compile and analyze information on the programme activities and undertake research on the relevant issues. Provide input for the programme work plan as well as position papers and policy notes ;
  27. Primarily Responsible in leading preparation of regular progress and final reports on the Stabilization Facility and other UNDP programmes/projects in targeted Provinces based on inputs provided by project personnel in a quality and result-oriented manner in liaison with Programme Management Support Unit (PMSU) in the CO Ensures facilitation of knowledge management and knowledge sharing in monitoring and evaluation, focusing on achievement of the following results ;
  28. Identification and formulation of monitoring and evaluation findings, lessons learned and recommendations to be integrated into broader UNDP‘s knowledge management efforts ;
  29. Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy ;
  30. Collaboration and coordination with other UN agencies, government agencies, NGOs, and other organizations on monitoring and evaluation issues ;
  31. Organization and conduct of results-oriented monitoring and evaluation trainings in the Country Office ;
  32. Establishment of coordination with project counterparts on project activities, data collection, and reporting ;
  33. Participation in evaluation community remaining abreast of latest development and professional norms, standards, tools and methodologies ;
  34. Contribution for advocacy on UNDP’s achievements and experiences to wider audiences, in the targeted areas and states and beyond. Results/expected outputs As an active UNDP team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNDP and its beneficiaries in the accomplishment of her/his functions, including ;
  35. The key results have an impact on effective positioning of UNDP as a key actor, in immediate stabilization and early recovery in Chad, thus contributing to the stature and name of UNDP as UN’s global development network. In particular, the key results have an impact on implementation of UNDP’s Stabilization Facility and Early Recovery strategies with a view to delivering on-ground UNDP’s programmes and projects in the Lac and Hadjer Lamis Provinces, as well as reaching resource mobilization targets.
