The Environment Natural Resources & Blue Economy Global Practice (ENB GP)  has five key business lines consisting of Lending and non-lending services in (1) Forests, Watersheds and Sustainable Landscapes (Green Business line); (2) Marine, Coastal, Aquatic Resources and Ocean Health (Blue Economy Business line); (3) Pollution Management and Environmental Health (Pollution Management Business line); (4) Environmental Economics, Policies and Institutions Business line, and (5) Safeguards/ Environmental Risk Management Business line:  delivery of effective environmental risk management and sustainability by managing risk at the project level and creating opportunities to advance sustainable development. This includes provision of high-quality and timely safeguards services across the Bank, including current safeguards policies and the effective implementation of the new Environment and Social Framework (ESF) that was rolled out on October 1, 2018

The ENB GP in Sub Saharan Africa includes four units SAWE1, SAEE2, SAEE3 and SAWE4. The mission of the SAEE3 unit is to work with national and local governments and with communities throughout Southern and Central Africa and Indian Ocean islands to improve sustainable management of natural resources and improve preparedness to natural disasters and through operations in a variety of areas such as natural resources management, coastal zone management, forestry, pollution, climate change, landscape and terrestrial and marine natural resources.

One specific responsibility of the ENB GP is to support effective environmental risk management, and to ensure good environmental management across the World Bank’s work in part through the implementation of the World Bank’s environmental policies and its Environmental and Social Framework (ESF). On August 4, 2016, the World Bank’s Board of Executive Directors approved the new ESF to help protect people and the environment in the investment projects it finances.

The ESF responds to new and varied development demands and challenges that have arisen over time. It brings the World Bank’s environmental and social (E&S) protections into closer harmony with those of other development institutions, and makes important advances in areas such as transparency, non-discrimination, social inclusion, public participation, and accountability – including expanded roles for grievance redress mechanisms. The framework helps to ensure social inclusion, and explicitly references human rights in the overarching vision statement.

The ESF is made up of the World Bank’s vision for sustainable development, the World Bank’s Environmental and Social Policy for Investment Project Financing, and ten Environmental and Social Standards (ESS). These set out the mandatory requirements for the World Bank, in relation to the projects it supports through Investment Project Financing (IPF), and for Borrowers.

SAEE3 is seeking to recruit a Senior Environmental Specialist based in the Maputo Country Office to focus on implementing the Bank’s environmental risk management policies (including the Safeguard Policies and the ESF). The focus on environmental risk management support for the ENB GP will be primarily in the Mozambique but will also cover Angola and Sao Tome e Principe (STP). The selected candidate will work under supervision of the Practice Manager for SAEE3 based in the WB’s Maputo Country Office with guidance provided the Regional Environmental Safeguards/Standards Coordinator.

 

Job Duties and Responsibilities :

The Senior Environment Specialist will have the following key responsibilities.

Environmental Risk Management : 

  • Ensure the effective integration of environmental due diligence as defined by World Bank Group (WBG) Environmental and Social Framework, Safeguards Policies as well as international good practice documents (e.g. WBG Environment, Health and Safety Guidelines) into the design, appraisal and implementation of WBG supported investment projects ;
  • Screen potential E&S risks and impacts; assess the project’s potential environmental risk classification; and determine which of the ESF standards/Bank’s safeguards policies are applicable ;
  • Provide advice to client and counterpart organizations, project teams and WBG management with regard to the preparation of environmental impact assessments, including regional, strategic and cumulative assessments; environmental management frameworks and plans, including plans for monitoring, reporting and evaluation; public consultation plans; and specific plans related to natural habitats conservation, natural resource management, pest management, forest management, dam safety and international waterways management; such advice will be based on a detailed analysis of baseline conditions, project scope and impacts, requirements from national legal and institutional frameworks and, and compliance with the WBG’s operational policies. This will also entail providing assistance to assure the quality of project documentation before submission to the Regional Safeguards Adviser (RSA) for approval ;
  • Advise and support clients in the preparation of project cycle documentation including terms of reference (ToR) for environmental safeguard instruments, such as environmental and social assessments (incl. strategic, regional and cumulative); environmental and social management frameworks and plans, Pest Management Plan, and supervising their implementation. Contract specifications related to environmental safeguards and risks management, particularly for large dams and water projects. Provide technical training for the domestic EA practitioners on the WBG safeguard policies and requirements ;
  • Provide environmental input in project documents in accordance with the Bank operational policies, including Project Concept Note (PCN), Integrated Safeguards Data Sheet (ISDS), Environmental and Social Review Summary (ESRS), Environmental and Social Commitment Plan (ESCP), Project Appraisal Document (PAD) and Decision/Negotiations Packages, and assist with handling timely and accurate disclosure procedures and public consultation requirements for all required environmental assessment and management instruments ;
  • Supervise compliance during project implementation with the ESF and Safeguard Policies as provided in the environmental and social assessment documents and management plans through participating in project technical discussions, field visits, reviewing project reports and building effective working relationships with the borrower/project implementation agency to ensure proper understanding and implementation of the policies; guide the borrower/implementing agency apply the safeguards policies effectively ;
  • Go beyond policy compliance to look for opportunities to support clients in their goal to reduce poverty and increase prosperity in a sustainable manner for the benefit of the environment and their citizens.  Work closely with the project task team and especially the Social Development Specialist assigned to each operation to develop and implement projects that are environmentally and socially sustainable, and to enhance the capacity of Borrowers’ environmental and social frameworks to assess and manage the environmental and social risks and impacts of projects ;
  • Contribute to the country’s Environment and Social Management capacity building by providing training to various stakeholders, including Environment Specialists of World Bank funded Project Implementation Units (PIUs) and contractors/supervising consultants on WBG operations.

Operations and Policy Dialogue :

Provide support in the implementation of ENB GP operations in Mozambique, including: day-to-day follow up on project implementation; review annual budgeted workplans and related procurement plans; review and ensuring quality of TORs for activities submitted by the client to ensure alignment with the project objectives, and consistency with World Bank fiduciary policies and procedures; ensuring quality control of project documents and other relevant operational outputs; organizing regular VCs with counterparts; participating in implementation support and supervision missions under the guidance of the TTL and manage the day-to-day communications with the client on project progress; elaborating mission aide-memoires, ISRs and ensuring timely execution of missions’ action plans; Coordinate with other development partners – both in terms of their projects and potential synergies, but also to coordinate and maintain a dialogue with key partners.

Selection Criteria :

  • Advanced degree (PhD or Masters) in environmental engineering, civil engineering, environmental science, natural resource management, geography or a related field from a recognized university ;
  • Minimum of 8 years of professional experience in the environmental sector, including proven experience in environment, health and safety (EHS); risk assessment; occupational, health and safety (OHS); due diligence, environmental site assessment, and compliance audits ;
  • Good knowledge of environmental legislation, regulatory and institutional arrangements in African countries in general and that of Mozambique in particular ;
  • Knowledge and experience with the application of the World Bank Group’s environmental and social policies, including the Bank’s Safeguard Policies, the ESF, or the IFC Performance Standards ;
  • Fluency in Portuguese and English (writing, speaking, listening and reading) ;
  • Proven leadership and management capacity ;
  • Familiarity with social safeguards issues ;
  • Ability to work in multidisciplinary teams on diverse and complex tasks ;
  • Strong client orientation with the ability to build an understanding with implementing agency counterparts on the value-added of Bank safeguards ;
  • A drive for results while working with limited supervision and under tight timelines ;
  • Willingness to travel extensively within Mozambique, the Africa region, as well as other Lusophone countries in the unit ;
  • Experience working with contractors that have weak implementation capacity in the area of environmental risk management would be an advantage.

  • Knowledge and Experience in Development arena: demonstrates sound knowledge of World Bank Group’s Twin Goals and the complementarities among different World Bank Group member institutions • Demonstrates deep understanding of policy making process and the role of own sector of expertise in that process • Fully understands Bank’s development initiatives and policies and practices related to l ending and non-lending operations • Guides research efforts and translates technical and cross-country knowledge into practical applications and contributions to country and sector strategies and for discussions with clients and development partners • Anticipates client needs and requests and guides the development/ offering of relevant tools to clients ;
  • Communication and Influencing Skills : demonstrates the ability to influence and persuade others to accept ideas and suggestions (such as counterparts in government, international partner organizations, academia, and Bank colleagues, senior staff and managers). Has ability to communicate and defend, orally and in writing, challenges and positions to colleagues and management.

  • Demonstrates solid understanding of environmental/NRM/climate change policies, technologies or strategies, and institutions needed to support development and for the success of project and analytic work ;

  • Demonstrates strong knowledge of at least one relevant thematic business line, namely “blue”, “brown”, “green”, climate change, and environmental risk management ;
