Do you want to work on the most challenging and the most rewarding development issues?  Join the West Africa Education team at the World Bank.  We cover 13 countries:  Benin, Burkina Faso, Cabo Verde, Chad, Cote d’Ivoire, Guinea, Guinea-Bissau, Mali, Mauritania, Niger, Senegal, The Gambia and Togo.

The 13 countries in the HAWE2 unit are mostly Francophone, with two Lusophone and one Anglophone country.  Their challenges mirror those of other low-income countries, with the added complexities linked to high fragility/conflict contexts, high demographic growth, political instability, high inequality and vulnerability to climate change.  They are also professionally some of the most rewarding places to work, offering you the opportunity to work closely with governments and key stakeholders ready to take on ambitious reform agendas.  We have an exceptional Bank environment, ready to support teams that offer evidence-based innovations and transformational policies to our clients, with a growing portfolio of truly multisector initiatives.

Benin has a rapidly growing, young population and preparing them for productive jobs is a national social and political priority.  The population is young, with a median age of 18.4 years, with about 42 percent younger than 15. That proportion rises to 63 percent for the under-25. This results in significant stress being placed on the labor market with approximately 200,000 young people reaching working age every year.  The government has articulated a clear strategic vision and has set out a plan for having strong partnerships, especially between the public and private sectors.  Investments in the Benin’s population, especially the youth, will be important to support the Government’s economic growth objectives.  The Bank team is well placed to support these objectives with the current and upcoming engagements.

 

Duties and Accountabilities :

The candidate will be the World Bank’s education team leader in Benin, leading the operational and analytical work that underpins our ongoing tasks, and providing global knowledge and good practice examples that can be adapted to serve the needs of the client. The Bank’s current engagements focus on youth employability and skills development, and aim to help address the critical needs around learning and equitable/effective access in basic and secondary education.  The selected person will be expected to lead complex teams to achieve the objectives, collaborating with other sectors to ensure a multi-sectoral collaborative approach to the World Bank’s development work.

 

More specifically, the candidate will  :

  • Lead key tasks including cross-sectoral and country-level efforts, and interact effectively with government counterparts, local education group, and other partner organizations (private sector partners, civil society organizations, academia, etc.) ;
  • Advise client(s) and colleagues on technical matters in education; curate and adapt global knowledge on specific education interventions, including but not limited to skills development for youth and young adults with a focus on employability and entrepreneurship, with a focus on well-adapted innovations and technologies ;
  • Identify and capitalize on opportunities for bringing well-adapted innovations to the service of our clients in Benin and beyond ;
  • Provide high-quality strategic advice and implementation support in complex environments, and respect and effectively leverage skills and contextual knowledge of colleagues in the country office ;
  • Model the behaviors that are key for the success of this role as underscored by the Bank’s stated values: Impact, Integrity, Respect, Teamwork, Innovation.

 

Selection Criteria :

  • Master’s or Ph.D. in Education (economics of education, evaluation, etc.) or other related fields (e.g. economics, public policy, other human development or social sector-related areas, etc.) ;
  • Minimum of 8-10 years of experience in sector dialogue, leading projects that have significant private sector involvement in education and skills development, and conducting relevant analytics ;
  • Demonstrated ability to lead and take part in multisector operational and analytical work including in complex, challenging contexts ;
  • Excellent written and oral communication in French and in English is essential; ability to represent the Bank at high-level discussions with client governments and development partner meetings is key ;
  • Experience with bringing together high-impact teams leading multisector tasks with the education, including preparation and supervision of projects and delivering analytical tasks, is essential. Knowledge of Bank policies and procedures would be desirable.
