Result of Service

The expected deliverables of this consultancy are:

  •  Deliverable 1: Recommendations on methodological and analytical improvements as needed to enhance quality of the evaluation report.
  •  Deliverable 2: A carefully refined evaluation report to international quality standards of evaluation and ensuring convergence between Agenda 2030 and Agenda 2063 and strong logical linkages between findings and recommendations.
  •  Deliverable 3: Recommendations to provide basis for priority setting of the successor Ten-Year Implementation Plan
  •  Deliverable 4: Contribution to the preparation of the final evaluation report based on the inputs received from the next AU Summit.

Expected duration

The evaluation consultancy is foreseen to be undertaken over a period of six months from January to July 2023.

 

Duties and Responsibilities

The main responsibilities of the consultant will include:

  •  Undertake a desk review of all relevant documentation of the Special Project.
  •  Consult with members of the TWG on the methodology and analysis applied to the evaluation, findings, conclusions, and recommendations.
  •  Undertake analysis of the methodology used in the evaluation and assess its soundness inleading to the evaluation conclusions.
  •  Contribute to the evaluation report by providing subject matter expertise and knowledge, including an analysis of the convergence and alignment of the FTYIP with major development frameworks on the continent, as well as cross-cutting issues such as governance, gender, disability inclusion, and partnerships,
  •  Analyze additional data anticipated from Member States following the presentation of the draft report and any inputs for enhancing the evaluation report as may be required by the TWG.
  •  Ensure that the evaluation meets the required standards of evaluation in line with the ToRs for the Special Project and in conformity with international evaluation quality standards and norms.
  •  Ensure that the evaluation report is well written, logically structured and the right style for the intended audience, with particular attention to consistent and accurate use of evaluation terminology.
  •  Provide forward looking recommendations to inform the formulation of the STYIP of Agenda 2063.

 

Qualifications/special skills

The successful candidate will have expertise in evaluation methods (quantitative and qualitative) and hold an advanced degree in social sciences, economics, public policy, and/or related fields and demonstrate the following key competencies:

  •  Over 10 years of professional experience in social/international development.
  •  At least 15 years of progressive relevant and practical experience in development-related areas, including multi-stakeholder engagement, implementation, coordination, evaluations, and reporting.
  •  Proven experience in designing and conducting evaluations of development programmes, strategic frameworks etc, preferably in Africa using a combination of quantitative and qualitative methods.
  •  Experience in the provision of policy, analytical, and technical advisory support for international development organizations, governments, or other public sector organizations.
  •  Knowledge of the African Union, Agenda 2063, and Agenda 2030.

 

Languages

  •  Excellent command of the English language – written and spoken – knowledge of another official language of the AU will be an added advantage.
