REQUEST FOR EXPRESSIONS OF INTEREST
(INDIVIDUAL CONSULTANT)
CREDIT MANAGEMENT SPECIALIST
(CPAVCDP2021-09 – CREDIT MANAGEMENT SPECIALIST) Loan No: 2000200002052
- The Government of Angola has received Financing from the African Development Bank towards the cost of the Cabinda Province Agriculture Value Chains Development Project and intends to apply part of the agreed amount for this loan to payments under the contract for a Credit Management Specialist ;
- The Services included under this Project are the implementation, maintenance of proper accounting, financial management, credit assessment, monitoring, evaluation and reporting of the Project Credit Fund and Non-Refundable Fund being implemented by Banco Sol and World Vision International, respectively ;
- The Ministry of Agriculture and Fisheries now invites eligible (individual) consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.) ;
- The duration of this assignment is two (2) years and the Credit Management Specialist will be based in Cabinda ;
- The Credit Management Specialist must have the following minimum academic/professional qualifications:
Competencies and Qualifications :
- Bachelor’s Degree in Actuarial science, Microeconomics, Finance and or Accounting or similar from a recognized University; a postgraduate degree in finance and/or accounting or documented previous experience in similar assignments will be an additional advantage ;
- Demonstrate experience as a credit specialist ;
- Familiarity with sound business, borrowing, and spending practices ;
- Strong research, statistical, and decision-making skills ;
- The ability to not only communicate well with Beneficiaries but also to convey unfavourable (or difficult) decisions with compassion ;
- Experience in delivering credit management training and mentoring ;
- Excellent communication and analytical skills ;
- Have at least 5 years of post qualification experience of work in a complex, multi-sectoral environment, including 3 years specifically in credit management ;
- Working experience with government and multilateral aid operations in public sector, particularly donor funded operations ;
- Working Experience in the Agriculture sector will be an added advantage ;
- Fluency in Portuguese is a critical factor for the success of the services as the Consultant shall: (a) work with government officials; (b) and lead and train local staff. Knowledge of an Angolan local language will be an additional advantage ;
- Fluency in English, as a working language, will also be required as the Consultant must support the CPAVCDP during the Bank missions and will prepare credit management documents in English whenever required.
- Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework for Bank Group Funded Operations dated 2015, which is available on the Bank’s website at http://www.afdb.org. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the African Development Bank to include him/her in the final shortlist ;
- Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (CVs, reference to similar services, experience in similar assignments, etc.).
