Background :

The purpose of the Global Heal Supply Chainth (GHSC) – Procurement and Supply Management (PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSCPSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives :

  • Global Commodity Procurement and Logistics  ;
  • Systems Strengthening Technical Assistance  ;
  • Global Collaboration to Improve Long-Term Availability of Health Commodities.

The Malaria Supply Chain Specialist will work directly with the DPML. S/he will work with DPML to strengthen the capacity to oversee, coordinate, plan and execute procurement and supply management activities with special focus on malaria supply chain. S/he will strengthen the capacity of the Logistics Management Unit (LMU) on quantification, use of data to monitor and evaluate Cameroon’s commodity supply chain, and improve supply chain coordination to ensure transparency, accountability, and availability of key public health commodities including malaria commodities.

Responsibilities   :

  • Build the supply chain management capacity of the DPML (including the LMU), particularly around supply chain stakeholders’ coordination ;
  • Review, identify and make recommendations to strengthen the DPML’s oversight, systems, and procedures to improve management of the supply chain at the central, regional, district and peripheral levels  ;
  • Support the DPML to prepare and organize quarterly coordination meetings of all supply chain stakeholders at the central level involving CENAME, all vertical programs and the supply chain implementing partners ;
  • Assist DPML in coordinating regular reporting of stock status of programs’ commodities and supply chain performance especially as it relates to commodity security. Assist in developing adequate tools and template to support efficient management and reporting of this activity ;
  • Participate and provide advice on the implementation of the supply chain strategic plan ;
  • Coordinate and provide lead support to the NMCP malaria national quantification activity including coordinating data collection, cleaning and analysis, identification and choice of quantification methodologies, document and sharing of assumptions ;
  • Support the NMCP to utilize the forecast outputs to develop the national supply plan of malaria commodities including advocating for adequate financial resources from various donors to support the procurement of required commodities ;
  • Build institutional capacity of the DPML, NMCP and Regional GAS Focal Points in Forecasting & Supply Planning (FASP) including establishing repeatable processes for conducting annual quantification and quarterly review of supply plans, training in quantification tools, and any necessary mentoring and coaching of the DPML and NMCP’s FASP staff ;
  • Assist the DPML and NMCP in the analysis of malaria logistics data including triangulation with case management data to improve consistency between the two types of data reported via DHIS2 or any other established reporting system ;
  • Participate in relevant supply chain meetings and technical working groups and liaise with other organization and partners involved in management of malaria programs or malaria supply chain ;
  • Work closely with the project’s regional offices based in Maroua and Garoua to support key project interventions ;
  • Perform other duties as required and assigned.

 

Required Skills and Qualifications   :

  • At least five years of experience in public health supply chain management, particularly at the national level ;
  • At least five years of experience working with the health systems in supporting the Cameroon Ministry of Health. Previous experience is malaria supply chain strongly preferred ;
  • Master’s degree in pharmacy, supply chain management or related field required. Advanced degree preferred ;
  • Knowledge on quantification and supply planning tools is an asset ;
  • Good knowledge of national pharmaceutical policy ;
  • Experience conducting capacity building, on-the-job mentoring, and/or continuous process improvement programs preferred ;
  • Previous donor-funded field experience (e.g., PMI, Global Fund, etc.) desired ;
  • Demonstrated ability to achieve results in dynamic and high-pressure environments ;
  • Ability to communicate effectively in a cross-cultural environment with multiple stakeholders and partners ;
  • Proficiency in various data analysis software, and familiarity with database and spread sheet queries, formulae, and graphical presentation of data ;
  • Fluency in English and French and excellent report-writing skills required ;
  • Proven leadership and organizational skills ;
  • Demonstrates leadership, versatility, and integrity.

Location of Assignment   : The location of assignment is Yaoundé, Cameroon, with intermittent travel throughout the country as needed.

Supervision :

The Malaria Supply Chain Specialist will report directly to Deputy Country Director or his designee.
