We are currently seeking qualified candidates for the position of Senior Monitoring and Evaluation Officer for the EpiC project in Lesotho. The position will be based in Maseru, Lesotho.

EpiC Lesotho Project Description :

Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control. EpiC provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. The EpiC program in Lesotho will continue to build upon the successes of the LINKAGES and EpiC program achievements in Lesotho to expand HIV case finding in the community, optimize treatment initiation and support treatment continuity and accelerate scale up of PreP among Key Populations (KP) with new strategies including large numbers of priority populations (PP) associated in and around KP communities and gathering spaces. The program will continue to strengthen the capacity of local KP partners to deliver services to Key Populations (men who have sex with men, female sex workers, transgender people, people who inject drugs and inmates) in two districts, Maseru and Leribe in Lesotho, and expand priority population services.

Position description :

The Senior Monitoring and Evaluation Officer will be the lead technical staff responsible for strategic information functions related to the program, including all monitoring, evaluation, and reporting of performance and results. The Senior M&E Officer will lead efforts to strengthen monitoring and evaluation and performance reporting within the targeted geographic areas, including building capacity of local partners to monitor, document and analyze the performance of their HIV services and activities and ensure data quality. They will be responsible for development and implementation of continuous quality improvement systems to ensure ongoing program improvement and reaching of targets.  They will ensure program data are tracked, verified, and supporting documentation is maintained and reported to the EpiC Lesotho leadership, FHI 360 HQ, USAID/PEPFAR and DATIM.  The Senior M&E Officer will liaise with the Project Director and with USAID/PEPFAR and government of Lesotho counterparts responsible for SI and support coordination with national health management information systems. This position will report to the EpiC Lesotho Project Director.

Position Responsibilities :

  • Provide technical leadership in design, development, planning, implementation, and capacity development for local partners in data collection, analysis, visualization, dissemination, and use of data from different sources ;
  • Work closely with the EpiC SI teams and country project leadership to provide oversight for development of performance monitoring plans and development of systems for data collection, collation, analysis and use ;
  • Oversees compilation of M&E data for inclusion in monthly High Frequency Reporting (HFR), quarterly reports and other ad hoc reporting requests and ensure reporting is aligned with donor and EpiC program requirements ;
  • Review, analyze and evaluate the effectiveness of the program and make recommendations for enhancements ;
  • Ensure that SI systems and project implementation adhere to the appropriate EpiC global requirements and remain technically sound ;
  • Develop and maintain collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other organizations ;
  • Support partners with the implementation and roll out of the DHIS2 tracker systems ;
  • Support the analysis and use of data from routine information systems to influence the design and scope of the project ;
  • Prepares reports, dashboards, presentations, and performance reviews and responds to data requests timeously ;
  • Supports ongoing work with Go Online strategies using QuickRes based platform.

 

Minimum Qualifications :

  • A minimum of a Bachelor’s degree in public health, epidemiology, social work, monitoring & evaluation, demography, biostatistics, statistics, analytics or a related field is required ;
  • At least 6 (six) years of experience in providing M&E support to programs working with Priority Populations and Key Populations including one or more of the following: sex workers, men who have sex with men, transgender persons and people who inject drugs ;
  • Familiarity with Lesotho HIV/AIDS/public health sector, non-governmental organizations (NGOs) and community-based organizations (CBOs) is required ;
  • Previous experience working with USAID or PEPFAR-supported programs and KP-led organizations, including familiarity with USAID M&E reporting requirements required ;
  • Demonstrated ability through previous experience to establish and maintain productive working relationships with a wide network of partners and stakeholders ;
  • Demonstrated ability to perform robust data extraction from internal and external information systems and portray complex data sets in easy-to-understand formats including data visualizations ;
  • Demonstrated working knowledge of Lesotho health information systems and monitoring and evaluation processes as it relates to data collection for performance-based reporting and use of data ;
  • Previous experience in M&E capacity development for local partners ;
  • Ability to work collaboratively, productively and sensitively within a multidisciplinary, multicultural environment ;
  • Excellent interpersonal, writing, and oral presentation skills in English ;
  • Well-developed computer skills.

The position will be based in Maseru, Lesotho and work out of the FHI 360 office. Preference is for Lesotho nationals. Suitably qualified candidates openly living with HIV and/or who are representative of the key populations affected by HIV are also actively encouraged to apply.
