Context :

FHI 360 is currently recruiting for the position of Grants Manager for an anticipated five-year USAID-funded civil society activity in Tunisia that is expected to begin implementation in June 2023.  The overall goal of the Civil Society Activity is to empower Tunisian citizens to act and advocate for specific issues and effect change at the local, regional, and national levels in advancing Tunisia’s development and to build the legitimacy and sustainability of the civil society sector. Interventions will be focused on five to ten thematic areas decided through a participatory approach, over the course of the award, that reflect local priorities, political will, and strong potential to make tangible improvements in the daily lives of citizens. This activity has three main objectives: 1. Increase the engagement and agency of citizens to act and advocate for specific issues of public interest; 2. Strengthen the institutional capacity of civil society organizations to promote positive change on citizen and constituent priorities (based on the organizational mission); and 3. Promote effective partnerships (intra- inter- and multi-sectoral) at local, regional and national levels (e.g., government, civil society, citizens, private sector) to advance shared development objectives.

Job Summary :

The Grants Manager will be responsible for providing leadership in the overall technical and contractual management of a portfolio of sub-partners. The Grants Manager will be responsible for managing and providing technical assistance for grantees related to a broad range of compliance, programmatic and administrative needs for effective programming. This will be a full-time position based in Tunis with project-funded travel to other regions of Tunisia. This position is open to both expatriates and Tunisian Citizens and is contingent on project funding and client approval. This position will report to the Chief of Party.

Essential Job Functions: Duties and Responsibilities :

  • Provide leadership and oversight for grants and contracts management on the project ;
  • Assist the Chief of Party to ensure that project resources are utilized in accordance with applicable FHI 360 and donor policies and procedures ;
  • Manage and ensure compliance for all subawards to implementing partners and sub-grantees   ;
  • Ensure compliance with USAID rules and regulations and FHI 360 policies and procedures ;
  • Train all Program staff in the project’s Grants Manual and compliant grants management system ;
  • Support local organizations in finalizing project proposals and budgets, and to monitor and report on grantee activities ;
  • Develop and manage subaward solicitation processes ;
  • Maintain an online grants tracking system, and ensure compliant monitoring and reporting on grant activities ;
  • Train and mentor relevant project staff and implementing partners on managing and monitoring subawards ;
  • Ensure the effective start-up and close out of all sub-grants; and
  • Perform other related duties as assigned by supervisor.

Minimum Requirements :

  • Bachelor’s degree or international equivalent from an accredited university in a relevant field such as international development, business administration, law or other related field; Advanced degree preferred ;
  • A minimum of 8 years’ work experience, including at least 5 years of grants management experience ;
  • Experience effectively supervising other staff members ;
  • Familiarity with USAID programming, rules and regulations highly desired ;
  • Ability to work effectively in a highly collaborative team ;
  • Fluency in speaking, reading and writing in English required; professional proficiency in French and/or Arabic preferred ;
  • Strong interpersonal, negotiating, decision-making, and problem-solving skills ;
  • Demonstrated excellent organizational skills; and
  • Excellent verbal and written communication skills.
