Title of assignment : Editor for Research Studies and Corporate Flagship Reports

Brief description of the Assignment : Consultant Editor will provide editorial services to a suite of Research Studies and Corporate Flagship Reports produced by the Nigeria Country Department (RDNG) of the African Development Bank.

TERMS OF REFERENCE FOR THE RECRUITMENT OF AN EDITOR

INTRODUCTION  :

Established in 1964, the African Development Bank is the premier pan-African development finance institution, promoting economic growth and social progress across the continent. There are 80 member states, including 54 in Africa (Regional Member Countries or RMCs). The Bank’s development agenda is providing financial and technical support for transformative projects and programs that will significantly reduce poverty through inclusive and sustainable economic growth. In order to sharply focus the objectives of the Ten-Year Strategy (2013 – 2022) and ensure greater developmental impact, the High 5s (Light up and Power Africa; Feed Africa; Industrialize Africa; Integrate Africa; and Improve the Quality of Life for the people of Africa) have been prioritized to accelerate delivery of the Bank’s support to African countries, through scaled up support to the RMCs.

The Nigeria Country Department (RDNG) has been established with a mandate similar to the Regional Development, Integration and Business Delivery Directorates, to oversee the Bank’s operations in Nigeria. RDNG is responsible for delivery of the Bank’s policy dialogue, operations, business development and donor coordination in Nigeria.

It is against this background that RDNG produces several project and knowledge documents, such as project concept notes, country strategy papers and, analytical papers and briefs. Project and programmatic documents are mainly presented to the Board while knowledge papers are disseminated to the wider audience in both printed and soft versions. RDNG currently seeks to hire a consultant to edit such documents.

SCOPE OF WORK :

Under the overall guidance of the Director General and the immediate supervision of the Task Manager, the consultant will be required to edit and proof-read the English versions of the Department’s publications on a need basis. Specifically, the Consultant will be required to carry out the following :

  1. Contribute to establishing the editorial policy and practices for language usage ;
  2. Work with the Task team to ensure that the knowledge products meet high quality standards in terms of font style and size, language usage and flow, presentation, and readability, etc.;
  3. Propose infographics where necessary ;
  4. Assist in harmonizing the Chapters and revising selected chapters, sections, and text boxes of the manuscripts ;
  5. Crosscheck data in the main text against those given in tables and figures; and
  6. Carry out any other task entrusted to him/her by the Task Manager, in the capacity of writer, editor and reviser.

Major deliverable items for the Consultant will focus on thorough editorial review of the following documents/reports over the contract period as need arises.

COMPETENCIES :

  • Strong background in editing of economic and corporate strategic documents and reports for multilateral development institutions and sound knowledge of Nigeria’s socio-economic and political landscape ;
  • Proven expertise in editing as demonstrated by the consultant’s editing record ;
  • Experience with International Donor Agencies desirable; and
  • Experience of working in a developing country environment, preferably in Africa, desirable.

CRITERIA FOR ESTABLISHMENT OF SHORT LIST OF CANDIDATES :

A shortlist of three to six individual consultants will be established at the closing date of submission of the request of expressions of interest. The consultants on the shortlist will be evaluated on the basis of the following criteria as reflected in their updated resumes :

DURATION OF ASSIGNMENT :

The Consultant will be engaged on a part time basis for Forty-Five (45) days spread across a period of Twelve (12) months starting from 14 March 2022 to 13 March 2023. The Consultant will operate from his/her base but expected to submit the edited work within the agreed timeframe to meet the tight deadlines.

REMUNERATION FOR THE ASSIGNMENT :

The Consultant will be paid according to scope of work for the assignment and years of experience in line with the Bank’s guidelines for remuneration of individual consultants.
