REQUEST FOR EXPRESSIONS OF INTEREST

RENEWABLE ENERGY AND ENERGY EFFICIENCY DEPARTMENT

Sustainable Energy Fund for Africa (SEFA)

Green Mini-Grid Expert (Short-Term Individual Consultant)

Expressions of interest are being requested for an Individual Long-term Consultant Position

 

  1. The African Development Bank (AfDB) invites eligible consultants to indicate their Interest in providing services under the Sustainable Energy Fund for Africa (SEFA) to support the Bank and its clients as a Green-Mini Grid (GMG) expert ;
  1. SEFA is a Multi-Donor Special Fund that aims to unlock private sector investments that contribute to providing universal access to affordable, reliable, sustainable, and modern energy services for all in Africa, in line with the Bank’s New Deal on Energy for Africa strategy and Sustainable Development Goal 7. SEFA also aims to build capacity of local and regional actors (public and private), reducing risks and addressing commercial viability gaps to accelerate sustainable energy investments by the private sector ;
  1. SEFA will continue to contribute towards the African Development Bank’s New Deal on Energy for Africa (NDEA), by providing technical assistance and concessional investments along three themes, namely Green Baseload (GBL), Green Mini-grids (GMG) and Energy Efficiency (EE) ;
  1. The Fund is housed in the Renewable Energy and Energy Efficiency Department (PERN) under the Power, Energy, Climate, and Green Growth (PEVP) complex. The Green Mini-Grids expert will be a member of the SEFA Technical Unit ;
  1. The services to be provided under the assignment include: (i) Screen Green Mini-Grid (GMG) projects with high impact potential (e.g. connections) that can be supported by the products and services provided by SEFA and the AfDB; (ii) Advise SEFA and AfDB energy sector experts and Bank clients on institutional, legal, policy and regulatory issues linked to enabling private investments in GMG projects; (iii) Reinforce project preparation activities by supporting the screening, designing, review and due diligence of specific projects; (iv) Work with the SEFA team in the design and implementation of a financing schemes for Green Mini-Grid; (v) Defend selected high impact projects in front of technical committees involved in approving projects for funding; and (vi) other relevant tasks as may be assigned from time to time ;
  1. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this assignment (documents, reference to similar services, CVs, experience in similar assignments, etc.) ;
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Consultants. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist. The duration of services is twelve (12) months and the estimate starting date is early May 2022 ;
  1. Interested Individual Consultants may obtain further information at the address below during the Bank’s working hours. For the EOI to be considered, the consultant needs to be registered in the AfDB DACON Consultant Database ;
  1. Expressions of interest must be received in softcopy at the email address below no later than Friday, 25th March 2022 at 17:00 hours GMT and mention “Green Mini Grid Project Expert – Name.”

A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria:
