Job Overview/Summary :

The Deputy Protection and Rule of Law Coordinator will co – lead the implementation, budget and technical quality of protection and rule of Law programming across Cameroon. He/she is responsible for ensuring timely implementation, tracking of targets, quality assurance at the field level and technical assistance to protection staff in different field offices. The Deputy Protection and Rule of Law Coordinator will provide support to Protection and Rule of Law Coordinator for all PROL related programming and work in Cameroon including sector working groups, protection trainings, grant management and staff management within the PROL team. PROL programming includes protection monitoring activities, individual protection assistance, protection case management, protection in Emergencies, paralegal women approach, community-based protection, and psychosocial support. The Deputy PROL Coordinator is responsible for managing project manager and ensuring quality timely implementation across all current and future programming areas.

Major Responsibilities :

Program Implementation and Quality Assurance :

  • Monitor the timely implementation, financial management and quality reporting of the PROL programming, in compliance with donor requirements ;
  • Work closely with program manager as well as operations and grants to coordinate to ensure quality, timely, implementation and development of programs, including providing oversight over the budget versus actual, supporting manager to draft, implement and review monthly project tools such as spending  plan, work plan, indicator tracking tools, procurement plan, recruitment plan and other grant management tools used by the IRC; and regular monitoring of internal program purchase request tools ;
  • Provide technical guidance and project implementation guidance for PROL programs as well as reinforcing cross sector collaboration with CP, ERD, Education, WASH and WPE sectors ;
  • Promptly identify and recommend solutions to technical, programmatic, spending and procurement issues in PROL programming ;
  • Ensure that all interventions are in compliance with the IRC’s program strategy, national policies, and protection Standards ;
  • Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required ;
  • Hold a daily/weekly debriefing and conduct staff regular monthly meetings to discuss project activities implementation, operational context and provide necessary support needed ;
  • Ensure that all PROL activities are consistent with established international and national best practices, in close collaboration with the PROL Coordinator and HQ Child Protection TA.

Budget management :

  • Support the TC in the monitoring and control of expenditures, monthly planning of financial needs in conjunction with the IRC finance department ;
  • Support PMs in the development and monitoring of expenditure plans ;
  • Support PMs and teams in the monitoring of PR, cleaning of BvA ;
  • Ensure that purchase authorizations (PA) are in line with the spending plan and budgets.

Program design :

  • Provide input into program design and needs analysis for new Protection programming ;
  • Assist in writing and reviewing PROL proposals in coordination with PROL Coordinator ;
  • Monitor evolving needs in the target communities and adjust the programmatic priorities as necessary.

Staff Management and Development :

  • Participate actively in staff recruitment process and lead PROL program staff, encouraging a positive and committed team spirit, which fosters participation and innovation from all staff ;
  • Build capacity of PROL Managers to strengthen quality of national leadership in PROL team and ensure strong technical oversight from project managers for field teams ;
  • Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team, and providing professional development guidance ;
  • Implement capacity building plans for individual staff and teams, including delivery of trainings and on the job coaching and mentoring ;
  • Oversee staff vacation, sick leaves, and timesheets.

Grant Monitoring and Reporting :

  • Ensure regular monitoring of work plans and progress of activities on grants, actively participating in Project Cycle Meetings ;
  • Ensure that monitoring and evaluation systems are developed (including indicator tracking sheets) and implemented in all PROL programs in collaboration with the M&E team and PROL Coordinator; and that activity, output and outcomes data are captured in an accurate and efficient manner, and that programs are continually tailored to optimize quality ;
  • Contribute to IRC and donor reports as per set schedules (monthly, quarterly, and annually) on grant activities, indicators, and achievements, and as requested by the PROL Coordinator.

Coordination, Representation and Advocacy :

  • Identify advocacy opportunities together with the PROL coordinator and the Deputy Director for Programs and based on information coming from the field ;
  • Develop and maintain effective working relationships with local partners, NGOs and administrative authorities ;
  • Advocate with partner agencies and other actors on the ground to promote the provision of quality and inclusive protection and risk reduction interventions people affected by protection risk ;
  • Participate regularly protection cluster and sector meetings and other meetings at the appropriate level to address IRC priorities in the field and report to the PROL Program Coordinator (in base and in Yaoundé as needed and available) ;
  • Support the completeness, quality and transmission of 5W data within the protection cluster in close collaboration with the Senior M&E Officer and the PROL technical coordinator.

Any other duties as assigned by the supervisor to improve IRC programs for children and families. 

Key Working Relationships :

  • Position Reports to: Protection and Rule of Law Coordinator ;
  • Position directly supervises: project manager.

Qualifications :

  • Masters’ degree in law, social work, psychology, public health, humanitarian assistance or a related field ;
  • A minimum of 3 years of direct experience in Protection ;
  • Strong project management, budget management, staff management and capacity building skills ;
  • Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced and detail-oriented team environment ;
  • Proven experience leading the design of child protection interventions, including developing proposals and budgets ;
  • Excellent writing skills and proven experience in technical writing ;
  • Demonstrated experience leading child protection specific monitoring and evaluation ;
  • Excellent communication skills, cultural sensitivity, flexibility, ability to improvise, team player ;
  • Experience working in previous humanitarian locations, particularly situations of conflict ;
  • Strong skills in Microsoft Office Suite ;
  • Fluency in English and/or French, with strong working knowledge in both ;
  • IRC experience is an asset.

Working environment :

Security : Yaoundé is currently security level yellow and has no curfew in place. Maroua and Kousseri are security level orange, and the IRC has a curfew in place, while Buea and Bamenda is level red with a curfew in place. The situation is calm though there remains a risk of terrorist attack and kidnap.
