Non-Sovereign Operations (NSO) Pharma Industry Specialist Consultant
- The African Development Bank hereby invites Individual Consultants to indicate their interest to work as NSO Pharma Industry Specialist Consultant in the Complex in charge of Private Sector, Infrastructure, and Industrialization ;
- Private sector development is indispensable for inclusive and sustainable growth. It is crucial for productive investments that will create new opportunities and generate jobs. The African Development Bank realizes that supporting private sector development is key to achieving the strategic objectives laid out in its Ten-Year Strategy and the High 5s Agenda. “Industrialise Africa” is one of the High5s of the Bank and its implementation is presently quite high on the Bank’s agenda. With the recent emergence of the Covid-19 pandemic and its devasting human, economic and social impact, there is need to pay particular attention to the Pharmaceutical industry and the Vaccine Manufacturing sectors. The pharmaceutical sector is one of eleven (11) key industrial sectors that have been prioritized for AfDB support under its Industrialize Africa Strategy ;
- Through its diverse financial products, the AfDB will support the pharmaceutical sector between now and 2030 through the Pharmaceutical Industry Action Plan. The Bank will mobilize resources to finance development of the industry, provide technical assistance, regulatory upgrading and seeding the creation of R&D and related technologies, as well as support infrastructure development. The Bank will also support vaccine manufacturing ;
- In line with the above, the Bank is seeking to engage an NSO Pharma Industry Specialist (Individual Consultant) who will :
- Provide strategic industry insights and technical support to the Director Industry and Trade and/or the Vice President at key stages in the project cycle of Pharma and Vaccine Projects ;
- Advise the Private Sector Pharma and Vaccine Manufacturing projects teams focusing on market viability, technical robustness, risk / mitigation and AfDB industry value add ;
- Provide sector knowledge to evaluate Pharma and Vaccine Manufacturing projects from a commercial, managerial, technical, and developmental perspective ;
- Act as advisor to investment staff in appraising new private sector proposals for investments in the pharma and vaccine manufacturing sector.

- The assignment is expected to start in May 2022 for a period of twelve (12) months ;
- The PIVP Complex invites Individual Consultants to indicate their interest in providing the above-described services. Interested consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (CV, documents, reference to similar services, experience in similar assignments, etc.) ;
- The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Selection of Corporate Consultants. Please, note that interest expressed by a consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
- The estimated duration of services is twelve months with a tentative starting date is 1st May 2022 ;

- Expressions of interest must be received at the address below no later than 22nd April 2022, specifically mentioning ‘NSO Pharma Industry Specialist Consultant’.

ESTABLISHMENT OF THE SHORT LIST :
- A shortlist of three individual consultants will be established at the end the request of expressions of interest. The consultants to be shortlisted will be assessed based on the following criteria in line with details provided in their updated resume.
