- The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment : “SENIOR FIS AMBIT FOCUS APPLICATIONS CONSULTANT” ;
- OBJECTIVES OF THE ASSIGNMENT :
The transition from IBOR to new reference rates leads the Bank to adapt the IT systems that underpin its financial activities, including FIS AMBIT Focus which provides financial projections enabling the Bank to identify and analyse factors affecting its future financial dynamics.
In this regard, the Bank is looking for a qualified Senior financial Consultant to provide services (i) in the implementation of IBOR transition, (ii) in the implementation of IRRBB and (iii) in coordinating applications development and training of team members within the FIFM1 and CHIS. The Asset and Liability Management Division (FIFM1) is the main user of FIS AMBIT Focus.
The consultant duties will include the following :
Implementation of IBOR Transition :
- Provide support in the technical upgrade of Ambit Focus ;
- Conduct the mapping of loans and trades referring to the New Reference Rates ;
- Contribute to the business rules definition and to their implementation in the ETL with the promotion of good practices and code standards ;
- Assist in the System Integration Testing (SIT), User Acceptance Testing (UAT) and remediation of issues ;
- Contribute to the quantitative assessment of the impact of the transition to New Reference Rates ;
- Contribute to the parallel run between FIS AMBIT Focus and the existing model.
Implementation of IRRBB :
- Provide support in the identification of required market data and in their mapping in the ETL ;
- Assist in scenarios definition to assess and analyse IRRBB ;
- Partake in the UAT and validation of new developments related to IRRBB ;
- Keep track of industry best practices and latest regulatory developments.
Coordination of applications development and training :
- Assist in the definition of user requirements and specifications ;
- Provide support in the parallel run with the existing model ;
- Liaise with stakeholders and IT Management to study systems flow, data usage and work processes ;
- Implement application development requirements with a constant focus on coordinating operational efficiency ;
- Contribute to the review, maintenance and validation of the ETL ;
- Provide training to the team ;
- Provide guidance and assistance to business users in any aspect of the FIS Ambit Focus configuration, testing and documentation ;
- Provide support for diagnosing and resolving FIS Ambit Focus complex user problems ;
- Provide expert advice and guidance to ensure a successful product is delivered ;
- Advise the Project Manager of issues or technical difficulties and highlight necessary resources and the timescales associated with the delivery of the project.
PROFILE OF THE CONSULTANT :
- Master’s degree or equivalent in computer science, software development, finance ;
- Minimum of 5 years’ experience in supporting and maintaining FIS/SUNGARD AMBIT FOCUS in a Financial Institution environment ;
- Minimum of 5 years’ experience in supporting and maintaining Microsoft Technologies ;
- Extensive experience of configuring and working with: FIS Ambit Focus GUI modules, Dynamic Asset and Liabilities Management (ALM) and Liquidity Risk ;
- Detailed level of knowledge and experience working with: Focus database input DB, Focus DB, Results DB and Focus Cubes ;
- Senior SQL development skills for DB development and writing dynamic SQL (Microsoft SQL server) ;
- Experience working with SSIS packages, complex ETL processes and scripting (command line, PowerShell, etc.) ;
- A detailed oriented person with general understanding of financial instruments, terminology and regulations (NSFR, LCR and IRRBB) ;
- Experience of working with the AGILE methodology, Microsoft Application Lifecycle Management (TFS and Microsoft Project) is also a plus ;
- Strong commitment to project objectives and deadlines ;
- Excellent communication skills, oral, written and presentation ;
- Good interpersonal skills and communication skills (to both technical and non-technical audiences) ;
- Proven track record to work to strict business deadlines ;
- Self-management and strong organization skills.
- The Corporate Information Technology Services Department (CHIS) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (CV, reference to similar services, experience in similar assignments, etc.) ;
- The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
- The estimated duration of services is 6 months, and the estimated starting date is 15 November 2021 ;
- Due to the Covid-19 pandemic, the work will be carried out remotely until further notice to return to office at the Bank’s HQ in Abidjan ;

- ESTABLISHMENT OF THE SHORT LIST
A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
