The African Development Bank (AfDB) hereby invites Consulting Firms to indicate their interest in the following Assignment : Automation of AI solutions.

CONTEX & PROJECT OBJECTIVES :

In order to support the new normal during and after the covid19 pandemic, especially deliver quick digital applications to support bank’s operations complex, TCIS has delivered a new digital approach framework and work plan. Over the last year, a new digital platform to support the new normal was implemented and successfully delivered in production. The digital platform supports the Bank’s operations units and includes the use of Artificial Intelligence (AI) to empower them with smart IT tools that improve their productivity and optimise their workload: AI empowered semi-automated drafting of project Concept Notes and Project Appraisal Reports; AI empowered project early warning dashboard. The platform is currently in use by task managers and business process end users across the Bank. Feedback obtained from end users and business process managers, through trainings and workshops delivered to the various regional development groups, has strongly endorsed the platform as a key enabler to business process improvement and also recommended certain enhancements to boost adoption and enhance the value to the core workflows in terms of data management needs and business processes of the Bank. Improving the usability and use cases addressed by the platform are aligned to the vision of a Smart Bank.

The assignment covers the following scenarios :

  1. To implement the automatic sourcing of bank’s documents through the integration of the platform with the bank’s document repositories. This will extend the Knowledge Library’s “Smart Assistant functions” done in Phase I, which is part of the Enterprise-wide Knowledge Search and Discovery. In other word, this action shall enable the system to answer questions with information found across selected documents and data types within the Bank’s repositories ;
  2. To enable Task Managers to generate an advanced draft of Project Concept Note (PCN) for Sovereign and Non-sovereign operations with user-friendly search of PCN-related questions ;
  3. Deliver new functionality with a conversational chatbot to extend quick search of the Knowledge base library (smart assistant), which will improve the productivity of task managers ;
  4. Enhance the Digital Platform and develop a mobile-friendly application for Task Manager to their job on the Go ;
  5. Review the platform’s User Interface (UI) for a better User eXperience (UX) to boost adoption ;
  6. Implement the Microsoft multi-factor mechanism for user authentication.

Delivery of objectives (i) and (ii) is to establish integration, familiarity, capacity, and best practices for use of the proposed AI platform that can be extended as an internal IT capability to other use cases prioritized by Bank stakeholders in Technology and Business.

SCOPE OF WORK :

The Consultant will work under the supervision of the Bank’s IT department (TCIS) and reports to the Business Solutions Development Division Manager.

The scope of this project shall cover the implementation of the following solutions :

  • Front-end and back-end application with licenses ;
  • Extended PCN Generator, and Knowledge Library modules ;
  • Interface with Bank’s repositories to extend Knowledge Library’s Smart Assistant ;
  • Deployment on Microsoft Azure or AWS Reserved Instance-SSO ;
  • Chatbot new functionality to extend quick search of the Knowledge library’s smart assistant ;
  • Modern Application User Experience and interface ;
  • Mobile-Friendly responsive development.
  1. The Corporate IT Services Department (TCIS) invites eligible firms to indicate their interest in providing these services. Interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable Assignments, availability of qualified staff, etc.) ;
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy and Procedures for Recruitment of Corporate Consultants. Please, note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist ;
  1. The implementation timeline will be over a period of three (03) months. The tentative start date is 15 August 2022 ;
  1. The work will be carried remotely ;
