RECRUITMENT OF A CONSULTANT TO COORDINATE THE JAPAN AFRICAN DREAM SCHOLARSHIP (JADS) PROGRAM

  1. The Japan Africa Dream Scholarship (JADS) Program is a capacity building project by the AfDB and Japan which was initiated in 2017 with the aim of providing two-year scholarship awards to highly achieving African graduate students to enable them to undergo post-graduate studies (i.e. a two-year Master’s degree program) in selected priority development areas on the continent and Japan. The overarching goal the AfDB and the Government of Japan seek to attain is to enhance skills and human resources development in Africa in under the Bank’s High 5s agenda (i.e. “Feed Africa”, “Light up Africa”, “Industrialize Africa”, “Integrate Africa” and “Improve the quality of life of the people of Africa”) and key Japanese development assistance initiatives ;
  1. The program further seeks to promote inter-university collaboration and university-industry partnerships between Japan and Africa. Upon completion of their studies, the JADS scholars are expected to return to their home countries to apply and disseminate their newly acquired knowledge and skills in the public and private sectors, and contribute to national and continental socio-economic development ;
  1. The African Development Bank invites individual consultants to indicate their interest in the following Assignment: Japan African Dream Scholarship (JADS) Program Coordinator ;
  1. The services to be provided under the assignment are centered on the delivery of the following components :
  • Improvement of the program communication tools ;
  • Guidance and support to applicants and enrolled students ;
  • Taking stock of the progress of the JADS program, the status of the enrolled students, participating universities and private sector ;
  • Coordination of the evaluation of applicants and matching shortlisted applicants with JADS partner universities ;
  • Coordinate the expansion of the JADS program to other areas of study including the blue economy and determine the preferred masters’ programs in the designated partner universities ;
  • Provide support to the management of the program. This will include technical support in the day-to-day management of the program and participation in missions to the countries and designated partner higher education institutions.
  1. The Human Capital and Skills Development Department (AHHD) invites individual consultants to indicate their interest in providing the above-described services. Interested eligible consultants shall provide information on their qualifications and experience demonstrating their ability to provide the services ;
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Corporate Consultants.. Please, note that interest expressed by a consultant does not imply any obligation on the part of the Bank to include it in the shortlist ;
  1. The duration of services is 12 months and the estimated starting date is June 25th, 2022 ;
  1. Interested firms may obtain further information at the address below during the Bank’s working hours (Monday to Friday 9:00 am to 5:00 pm GMT) ;
  1. Expressions of interest must be received at the address below no later than June 12th, 2022 at 11:59 PM GMT and specifically mentioning “Expression of Interest for the Japan African Dream Scholarship Program Assignment”.

  1. A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
