Work Location

Home based with travel to the Republic of Guinea-Bissau

Duties and Responsibilities

Advise and facilitate the preparation, coordination and conduct of specialised training and mentoring activities for selected national law enforcement agencies, including the TCU, of Guinea-Bissau for the OCWAR-T Project.

Promote synergies between the OCWAR-T project activities and other national, regional or international initiatives in the fields of human trafficking, drug control and crime prevention.

Contribute to UNODC’s cooperation, including through communication and information exchange with relevant counterparts, i.e. national law enforcement agencies, ECOWAS, Interpol, WCO, IOM, the African Union, as well as Police Liaison Officers from embassies present in the country etc.

Develop tailor-made work plans for selected LEAs, including the TCU, in Guinea-Bissau.

Facilitate the handover of procured equipment for selected LEAs, including the TCU, in OCWAR-T project countries.

Advise and facilitate joint operation exercises, meetings, and workshops between selected LEAs, including the TCU, of Guinea-Bissau and law enforcement agencies of other ECOWAS countries (including the project countries and other ECOWAS member states).

Analyse the major trends and modus operandi with respect to organized crime and drug trafficking in the country.

Provide a monthly report of activity implementation during the period of consultancy.

Facilitate meetings with stakeholders in Guinea-Bissau towards the operationalization of the OCWAR-T project and the selected LEAs, including the TCU, in the field of fighting drug trafficking and countering organized crime.

Validate the training and equipment needs of the selected LEAs, including the TCU, to determine the needed support and provide recommendations.

 

Qualifications/special skills

Education:

An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management or other related fields is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognised national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree.

Experience:

At least ten years of relevant and progressively responsible work experience with law enforcement especially in the field of fighting drug trafficking and countering organized crime, as well as a good understanding of international aid, technical assistance mechanisms and donor relations are required.

Working experience in West Africa, in particular in Guinea-Bissau, is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written Portuguese and English is required. Knowledge of another official United Nations language is an advantage.
