TERMS OF REFERENCE – COMMUNICATION SPECIALIST

NIGERIA COUNTRY DEPARTMENT

INTRODUCTION :

In the context of its decentralization initiative, the African Development Bank’s (the Bank) strategic priorities include getting closer to its clients to improve service delivery, reforming Headquarters to help the regions deliver better results, and building a strong performance culture.

The Nigeria Country Department (RDNG) of the African Development Bank seeks the services of an experienced Communication consultant for a period of twelve (12) months, starting in March 2022. The consultancy will be based in Abuja, Nigeria.

OBJECTIVES OF THE ASSIGNMENT :

The main objective of the assignment is to advise the Director-General on all communications matters in order to enhance the visibility of the Bank and its outreach activities in Nigeria. The Consultant will serve as Focal Point for communications, including management of the press and other media relations.

Specifically, the assignment includes :

  • Implementing RDNG’s communications and outreach activities and disseminating information on the activities of the Bank in Nigeria ;
  • Disseminating information on the Bank’s operations in Nigeria using various media platforms ;
  • Preparing public relations and other promotional materials, editing and layout of reports and assisting with the planning, publicity, and organization of special events ;
  • Transforming the Bank’s knowledge products into internal and external communications materials; and
  • Carrying out related duties as requested by the Director General.

SCOPE OF WORK :

Strategy :

  • Within the framework of RDNG’s programming and operational activities, the Communication Specialist will develop communication materials and carry out related activities to promote the activities of RDNG and the Bank in Nigeria ;
  • Elaborate and implement RDNG’s outreach and communications programme ;
  • Integrate the Bank Group’s knowledge products into internal and external communications materials and assist in disseminating knowledge products to key stakeholder groups in government, the private sector, development partners, civil society, and academia ;
  • Monitor local and international media coverage of the activities of the Bank and RDNG; distill and disseminate information to staff and other key stakeholders ;
  • Internalize Bank Group Disclosure and Access to Information (DAI) policy guidelines for information management; maintain contacts with key staff and resources at the Bank’s Communication and External Relations Department (PCER), as well as with the media in Nigeria ;
  • Organize regular and ad hoc briefings, public information sessions, events and press conference for effective dissemination of information to the general public.

Operations :

  • Support portfolio management activities through compilation of narratives for development outcome communications ;
  • Assist in the organization of seminars, workshops, and related events; and disseminate information on these activities.

Publications and Branding :

  • Provide editorial support for production and update of information and promotional materials for a wide range of publications (reports, fact sheets, leaflets, brochures, country briefs, etc.) and provide quality assurance support for printing and dissemination ;
  • Prepare draft speeches for the Director-General ;
  • Ensure appropriate and timely branding of Bank products in line with visual identity guidelines.

Media Relations :

  • Act as communications focal point, including management of press and other media inquiries ;
  • Proactively identify media opportunities, and in close liaison with RDNG Management team and partners, plan and implement media events, report launches, etc. ;
  • Conduct corporate public relations, build, and sustain relationships with relevant media partners and other key stakeholders ;
  • Produce public relations materials, edit and layout reports and other promotional material, and assist with planning, publicizing, and conducting special events ;
  • Implement other related tasks requested by the Director-General.

Website and Other Platforms :

  • Write, edit, maintain, and update the information provided on Nigeria in the Bank’s website, and expand them as needed ;
  • Manage RDNG’s twitter handle.

Events : Design, manage and roll out thematic events such as, but not limited to, seminars, meetings, roundtables, and participation to conferences. This also involves branding the events and preparation of documentation such as Concept Notes, meeting documents, articles etc., as required by the Director-General.

REPORTING LINE : The Communications Specialist shall report to the Director-General, RDNG and work under the daily supervision any official designated by the Director-General.

DELIVERABLES :

  1. Prepare/update RDNG’s communication strategy and implementation plan (with key milestones and indicators to measure performance) ;
  2. Develop content for the Bank’s communications channels (intranet, internet, twitter handle) ;
  3. Prepare daily updates on pertinent issues and key events in Nigeria and across Africa as reported in the media ;
  4. Manage the Country webpage hosted on the Bank’s website ;
  5. Draft press releases for events as needed ;
  6. Produce quarterly newsletters/bulletins for dissemination to internal and external stakeholders ;
  7. Report on the development impact of Bank’s financed projects through multimedia platforms, including film and social media ;
  8. Prepare communication plans for events organized by the Bank in Nigeria ;
  9. Draft feature stories about the Bank’s operations in Nigeria for media and partners ;
  10. Edit and publish appropriately designed and branded knowledge products in line the Bank’s branding guidelines ;
  11. Prepare ad hoc reports/publications as required by the Director-General.

QUALIFICATIONS :

The assignment will be undertaken by an individual Consultant who meets the following criteria :

  1. Masters’ degree in Journalism, Communications or any relevant field and demonstrate ability to work with a diverse range of stakeholders to bring stories to life ;
  2. A minimum of 8 years’ experience with proven track record in the field of communications ;
  3. Hands-on experience in dealing with all aspects of corporate communications, especially on development issues in Nigeria or Africa ;
  4. Excellent communications (writing and speaking) skills ;
  5. A clear understanding of newsgathering and media storytelling processes (a writing test will be administered). In addition, s/he must have fast, accurate, creative, and versatile writing skills, including the ability to prepare content for digital and social media ;
  6. Interested individuals must provide proof of competence, including links to written and published articles, press releases, op-eds, media advisories and impact stories.

The duration of service is 12 months, and the estimated start date is on 1st March 2022.

ESTABLISHMENT OF THE SHORT LIST :

A shortlist of three to six individual consultants will be established at the end of the Request for Expressions of Interest. The consultants on the shortlist will be evaluated on the basis of the following criteria as reflected in their updated resumes :
