REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTANT)

  1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: Individual consultant support the budget control, policies and processes activities ; 
  1. Under the leadership and guidance of the Budget Programming Manager and the immediate supervision of the head of budget controlling section, the consultant will support the Budget Control, Policy and Process related activities ; 
  1. The consultant’s duties will include the following : 
  • Assist the budget officers by providing necessary analysis on historical data in order to support future assumptions during the budget preparation stage ;
  • Assist in the management and the improvement of the Bank’s Cost Accounting System ;
  • Contribute to the development of documents on budget management policy and processes notably in the areas of Budgetary Control, Cost Accounting System (CAS) and Activity Time Recording System (ATRS) ;
  • Undertake the revision of the Bank’s deliverables (WBS Element) dictionnary and develop a standard methodology for the formulation of deliverables for the Bank’s units ;
  • Contribute to the design of new reports on budget coefficients as well as their periodic dissemination to various Bank’s unit ;
  • Contribute technically to Knowledge management and capacity building by designing or introducing new learning tools, best practices and innovations in budget practices ;
  • Work collaboration with the General Support Department to proceed with the cleanup and closing of all legacy purchase order related to administrative and capital budget ;
  • Design and propose a new prototype as input for the development of the Budget Information’s Portal ;
  • Provide support and information on the division statutory corporate reporting ;
  • Carries out other tasks assigned by the supervisor that are related to the job function.
  1. Essential skills and qualification : 
  • At least a Master’s Degree in Information Technologies, Accounting, Management and Administration ;
  • Proof of a minimum of six (6) years relevant experience in the preparation and implementation of budgeting/accounting systems and Big volumes of data analysis ;
  • An established track record demonstrating the ability to design and organize and implement effective training courses ;
  • Ability to generate innovative and creative solutions to problems or complex reporting that contribute to improving organizational effectiveness ;
  • The ability to communicate effectively, in writing and orally and demonstrated evidence of the understanding of information systems ;
  • Competence in the use of ERP Systems (preferably SAP) and MS Office applications (VB, Access, Excel and PowerPoint); with good knowledge of BW reporting ;
  • Excellent written and verbal communications in English or French with a working knowledge of the other.
  1. The Programming and Budget Department (SNPB) invites Interested Consultants to provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (CV, documents, reference to similar services, experience in similar assignments, etc.) ; 
  1. The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure. Please, note that interest expressed by a consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
  1. The estimated duration of services is six (06) months renewable subject to satisfactory work and the estimated starting date is 01 June 2022 ; 
  1. ESTABLISHMENT OF THE SHORT LIST : 

A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.

General qualifications and adequacy for the proposed30 points
Assignment 
Similar experience in the area of expertise of the Assignment as described in the50 points
Terms of Reference (and understanding of the Terms of Reference if required) 
Experience with the Bank or other international donors10 points
Language proficiency5 points
Knowledge of the Region (environment of the Assignment) if the Consultant will5 points
undertake the Assignment in a Member Count
