This REOI follows the General Procurement Notice for the Energy Sector Reform Support Project (ESRSP) published on the African Development Bank Group’s website, and in Local Newspaper, the Herald of Thursday 24 March 2022.

The Government of the Republic of Zimbabwe has received Grant funding from the African Development Fund and intends to apply part of the agreed amount of the Grant for payments under the contract for the provision of individual consultancy services to support overall project coordination and procurement activities.

The Individual Consultant’s role for the duration of the Project will include:- (i) development of an implementation manual; (ii) project coordination and reporting; (iii) procurement activities including the development of procurement documentation; (iv) review and evaluation of tenders;(v) contract management; (vi) progress reporting including the tracking of project outputs and outcomes.

As the Executing Agency, the Ministry of Energy and Power Development hereby invites interested and eligible consultants to submit resumes demonstrating their ability to undertake projects of similar magnitude and complexity. Resumes shall include evidence of previous similar assignments undertaken by the consultant including written technical proposals, and a financial proposal. Supporting documents must indicate the contact details of the contracting authorities so as to facilitate verification of the information provided.

The consultant’s experience and qualifications should meet, at a minimum, the following criteria :

  1. A Master’s degree in one of the following relevant infrastructure development discipline (Engineering field; Energy Economics, Public Policy and Administration, Financial Management, or related fields) ;
  2. A minimum of ten (10) years of relevant professional experience in the energy sector, including work experience in projects financed by development finance institutions (DFIs) ;
  3. Experience and knowledge of the implementation of AfDB financed project will be an added advantage ;
  4. Previous work experience in the energy sector in the region ;
  5. Strong competence in development partner policies and procedures on procurement, disbursement, financial management and environmental and social safeguards.

Towards Energy Reliability

Eligibility criteria, the establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy and Methodology for Bank Group Funded Operations (BPM)’, dated October 2015 which is available on the Bank’s website at http://www.afdb.org.

The proposals to be submitted by the consultants will be evaluated on the basis of the following technical criteria :

aAppropriate skills and qualifications (academic record and general20 points

bQuality of the proposed approach, methodology and workplan in40 points
responding to the terms of reference for the assignment
cExperience  in  the  energy  sector  and  specific  assignment  to  be10 points
undertaken

Only ICs scoring a mark of 75 points or more will be considered for the assignment. The Consultant scoring the highest will be selected provided that the financial offer is within the limits of the available budget.
