REQUEST FOR EXPRESSION OF INTEREST FOR AN INDIVIDUAL CONSULTANT
“FIS AMBIT FOCUS APPLICATION DEVELOPMENT, IBOR TRANSITION & IRRBB IMPLEMENTATION”

- The African Development Bank (AfDB) hereby invites Individual Consultants to indicate their interest in the following Assignment : FIS AMBIT FOCUS APPLICATION DEVELOPMENT, IBOR TRANSITION & IRRBB IMPLEMENTATION ;
- The services to be provided under the Assignment include :
- FIS Ambit Focus application development ;
- IBOR Transition implementation in Ambit Focus; and
- IRRBB implementation in Ambit Focus.
The key activities are as follows :
FIS AMBIT Focus application development :
- Gather and update relevant data and inputs from the Bank’s systems or from data providers ;
- Liaise with stakeholders and IT Management to study systems flow, data usage and work processes ;
- Drive the data reconciliation process and aid in the research of inaccuracies to ensure that source files are aligned with data retrieved in FIS AMBIT Focus ;
- Check and compare the inputs, parameters, assumptions, methodologies and results between FIS AMBIT Focus and the existing projection model ;
- Investigate the reasons of the gaps between the two projection models and propose long term remediation plans to close the gaps ;
- Provide support in further enhancement of the new financial projection model in Ambit Focus, to ensure continuity in the delivery of regular projection reports ;
- Document controls, analyses and model enhancements ;
- Contribute to the review, maintenance, and validation of the ETL.
IBOR Transition implementation :
- Provide support in the technical upgrade of FIS Ambit Focus application ;
- Contribute to the business rules definition and to their implementation in the ETL with the promotion of good practices and code standards ;
- Assist in the System Integration Testing (SIT), User Acceptance Testing (UAT) and remediation of issues ;
- Contribute to the quantitative assessment of the impact of the transition to New Reference Rates.
IRRBB implementation :
- Provide support in the identification of required market data and in their mapping in the ETL ;
- Assist in scenarios definition to assess and analyze IRRBB ;
- Partake in the UAT and validation of new developments related to IRRBB ;
- Keep track of industry best practices and latest regulatory developments.
- More details about the scope of services required under the assignment are shown in Annex 1 (Terms of Reference) ;
- The Financial Risk Management Division (FIFM1) invites eligible Individual Consultants to indicate their interest in providing the above services. Interested consultants shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable assignments, etc.) ;
- Essential specialized skills/competences :
- A Master’s degree in finance, statistics, economics, or IT engineering with coursework in finance and accounting). CFA or FRM/PRM professional qualification would be a plus ;
- Minimum of five (5) years with proven track record in the financial field or a related consulting role, with at least 2 years’ experience in forecasting P&L and balance sheet of a financial services / banking entity ;
- Extensive experience in configuring and maintaining a Financial System in a Financial Institution environment ;
- Thorough understanding of financial risks, complex financial instruments, and the accounting theory ;
- Problem Solving: ability to develop and implement simple analytical methods and techniques to solve complex problems ;
- Proficiency in pulling data from databases; knowledge of SAP Summit or Numerix would be a plus ;
- Significant experience with SQL packages, complex ETL processes and scripting ;
- Technical depth and breadth to work closely with internal systems and various teams ;
- Understanding of the AfDB’s business, policy mandate and products, and ability to adapt to new or challenging situations ;
- Excellent organizational skills to work independently and efficiently to achieve agreed-upon results and meet deadlines ;
- Excellent team player and ability to work with colleagues from diverse backgrounds ;
- Excellent written and communication skills ;
- Proficiency in Excel VBA, MS Word, and SQL ;
- He/she should be fluent in English or French with working knowledge in one of the other language.
- The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Corporate Consultants. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include it in the shortlist ;
- The estimated duration of services is six (6) months starting from March 2022. Interested Consultants may obtain further information at the address below during office hours: 09:00 to 17:00 hours, Abidjan Local Time ;
- Expressions of interest must be sent by email at the address below before Friday, 11 February 2022, 17:00 hours, Abidjan Local Time and mention “Expression of Interest for the FIS AMBIT FOCUS APPLICATION DEVELOPMENT, IBOR TRANSITION & IRRBB IMPLEMENTATION”.

ESTABLISHMENHT OF THE SHORTLIST :
- A shortlist of three to six Individual Consultants will be established at the end of the request of expressions of interest. The Consultants on the shortlist will be judged on the following criteria on the basis of their updated resume :
