Programming and Budget Department (SNPB)

  1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment : Programming and Budget Specialist ; 
  1. Under the leadership and guidance of the Budget Programming Manager and the immediate supervision of the head of Budget Programming section, the consultant will assist the Programming Section in all programming activities and related processes ; 
  1. The consultant’s duties will include the following :
  • Assist in the development, design, maintenance and update of budgeting, processes and procedures documents and manuals related to existing or new processes or projects more specifically all aspects related to the preparation and management of budgeting by coefficient and Special Initiatives ;
  • Support and participate in the preparation of Budget documents (Strategic orientations, Budget framework papers and Program and budget documents) including write-ups, tables and related presentations ;
  • Support the preparation of the Bank-wide medium term resource framework in line with corporate priorities, sustainable lending and resource options ;
  • Participate in the review of organizational units’ submissions, analysis of data for consistency, discussions with cost centers and consolidation as required ;
  • Contribute to the improvement of budget infrastructure and the development of simplified budgeting tools ;
  • Build and promote analytical models, design reports and undertake specific analysis on past budget performance to facilitate decision making ;
  • Maintain soft records of all underlying data used in budget preparation ;
  • Meet ad-hoc budgeting data and analysis requests and any requests in relation to work program and budget planning across the Bank.
  1. Essential skills and qualification : 
  • At least a master’s degree in Commerce, Accounting, or related discipline; Chartered Accountant or equivalent will be preferred ;
  • A minimum of 6 years of relevant experience in Programming and Budget management ;
  • A relevant experience preferably within multinational organizations in terms of Programming and Budget management; Prior exposure to MBDs will be an advantage ;
  • Proven experience in accounting, financial accounting and reporting using automated accounting systems such as SAP and budgeting software will be an advantage with demonstrated ability to suggest and implement innovative and creative solutions AfDB/SNPB Programming and Budget Specialist April, 2022 ;
  • Ability to quickly analyze accounting data structures and data interrelationships and make recommendations on process, systems, and control improvements ;
  • Proficiency in Microsoft Office tools, especially Excel ;
  • Competence in the use of MS Office applications (VB, Access, Excel and PowerPoint) is required. Knowledge of ERP Systems (preferably SAP) will be a plus ;
  • High degree of initiative and strong record of performance with low supervisory requirements to function effectively ;
  • Demonstrated good judgmental, conceptual, analytical and problem-solving skills ;
  • Strong interpersonal and communication skills (both written and oral); ability to work in a team-oriented and multi-cultural environment ;
  • Strong client focus and excellent team player ;
  • Good oral communication, public presentation and drafting skills in English and/or French.
  1. The Programming and Budget Department (SNPB) invites Interested Consultants to provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (CV, documents, reference to similar services, experience in similar assignments, etc.) ; 
  1. The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure. Please, note that interest expressed by a consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ; 
  1. The estimated duration of services is six (06) months renewable subject to satisfactory work and the estimated starting date is 01 June 2022 ; 
  1. CRITERIA FOR THE ESTABLISHMENT OF THE SHORT LIST : 

A shortlist of three to six individual consultants will be established upon receipt of updated resumes submitted in response to this request for expression of interest. The consultants on the shortlist will be assessed based on criteria in the following table :

i.General qualification and suitability for the task to be performed30%
ii.Experience in specific assignment described in the TORs50%
iii.Experience  with  international  organizations,  knowledge  of  the  African10%
 Region 
iv.Language Skills (English/French or bilingual)5%
v.Knowledge of the Region and environment of the Assignment5%
