Purpose of Activity/Assignment :

UNICEF Benin is in the fourth year of implementing its 2019-2023 Country Programme. While this program supports policies, strategies and systems for a child-friendly environment at the national level, it coordinates interventions in a convergent manner in the four departments chosen on the basis of child deprivation, and also supports emergency preparedness and response.

To support achievements of Country Programme expected results, UNICEF Benin is seeking a Resource Mobilization and Partnerships Consultant to proactively mobilize resources for children and ensure predictable and long-term funding to facilitate quality programming as well as build partnerships with a variety of partners (governments, multilateral institutions, private sector, foundations, UNICEF NatComs, etc.) to leverage resources and advocate in the interests of children.

 

Expected results are as follows :

  • UNICEF Benin Partnership and Resource Mobilization strategy is reviewed and supported by relevant action plans (emergency response, engagement with private sector/B4R, etc) ;
  • Country Office programmes are supported through the elaboration and review of strategic documents aimed at accelerating resource mobilization efforts and donors visibility (concept notes, investment cases, reports, brochures, etc.) and through identification and formalization of new partnerships with OSCs, NGOs and the private sector;
  • Procedures and monitoring tools are effectively put in place to ensure quality control, knowledge management and follow-up on donor interest and engagement as well as Country Office resource mobilization efforts and needs ;
  • Meetings and missions are organized with donors and UNICEF senior management to showcase impact of UNICEF’s work, and close contact is maintained with UNICEF partnerships/communication units and UNICEF National Committees to seize opportunities and attract new partners ;
  • Strategic communication and visibility materials and assets are produced and disseminated to ensure donors visibility and drive engagement from partners, donors and the broader public.

To qualify as an advocate for every child you will have…

Capacity-building sessions and supporting materials are provided to Country Office staff to reinforce skills and knowledge on partnerships and resource mobilization.

Education :  An advanced university degree in one of the following fields is required: Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or another relevant field.

Experience : 5 years of relevant professional work experience in partnerships, external relations, resource mobilization, communication. Experience working in an emergency context and/or on emergency response would be an asset.

Knowledge/Skills required :

  • Experience working with multilateral or bilateral donors and the private sector and drafting, editing and proof-reading concept notes, strategies and projects documents ;
  • Excellent knowledge of UNICEF programmes and demonstrated experience working in collaboration with programmes/operations ;
  • External communications experience would be an asset ;
  • Excellent communication and teamwork skills ;
  • Fluency in French and English ;
  • Advanced ability to conceptualize, plan and implement ideas and concepts clearly and concisely orally as well as in writing ;
  • Self-starter, flexible and can work independently.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
