RECRUITMENT OF AN INDIVIDUAL CONSULTANT TO DEVELOP OPERATIONAL GUIDELINES FOR ENHANCING THE INTEGRATION OF SKILLS FOR DECENT JOBS IN THE BANK’S OPERATIONS

1. The African Development Bank hereby invites qualified individuals to indicate their interest in developing operational guidelines for enhancing the integration of skills for decent jobs in the Bank’s operations across sectors. This Consultancy work is under the Education and Skills Development Division (AHHD1) within the Bank’s Human Capital, Youth and Skills Development Department (AHHD). AHHD1 focuses on scaling-up of the Bank’s support to education, human capital and skills development. The work will be delivered in partnership with other divisions ;
2. AHHD1 is seeking to recruit an individual consultant to develop operational guidelines for enhancing the integration of skills for decent jobs in Bank operations across sectors. Under the overall supervision of the Manager of AHHD1 and working in close consultation with the Inter-Departmental Reference Group (IDRG) composed of several key departments/units, the Consultant shall develop an operational guideline that incorporates online training module that aligned with the Bank’s Classification Paper on the Bank’ Group Policies, Strategies and Other Directional Documents (25 March 2019). Generally, the consultant is expected to undertake the following tasks :

• Review relevant Bank reports and documents to determine the level of understanding of skills integration in the Bank’s operations at corporate, regional and county level ;
• Review the current skills integration approaches by identifying key achievements, notable challenges, lesson learned and determine the best way forward ;
• Based on the findings, propose the best way forward for ensuring skills for decent jobs are effectively integrated in Bank operations across sectors ;
• Based on the above, develop the operational guidelines for ehancing the intergration of skills for decent jobs in the Bank’s operations.

3. The position is open to candidates from member countries of the African Development Bank Group. Interested candidates are hereby invited to express their interest for this position, clearly outlining their qualifications and experience, including sharing their CVs, references for similar services, experience in comparable assignments, such as list of previous contracts of similar nature undertaken and a certificate of good completion of works for these previous contracts from clients ;

4. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Rules and Procedures for the Selection of Consultants of the African Development Bank ; 

5. The required qualifications and expertise are defined in the TORs ; 

6. Shortlisted candidates will be contacted. Only individual consultants will be considered for this Expression of Interest ; 

7. Please note that an expression of interest by an individual does not imply any obligation on the part of the Bank to include an applicant in the shortlist ; 

8. The expected duration of the assignment will be for a period of 66 working days spanning from February to April 2022. The indicative date for the commencement of the assignment is 7^th February 2022. The consultancy shall essentially be home-based. However, the Consultant may be required to travel subject to the evolving COVID-19 travel restrictions and advisories ;
