Title of the assignment : Infrastructure Public Private Partnerships (PPP) Expert (Consultant).
Brief description of the Assignment : The main objective is to support the division’s work in rolling out and operationalizing the African Development Bank’s new PPP Strategic Framework and provide transaction and business development support to the Infrastructure and Urban Development Department.
Department issuing the request : Infrastructure and Urban Development Department – Infrastructure and Partnerships Division (PICU.3).
Place of assignment : The consultant will work out from his own premises and will travel on mission to Abidjan or other locations for activities necessitating his presence as may be required.
Duration of the assignment : 6 months

Terms of Reference for PPP Infrastructure Experts (Consultant)
- Introduction and Background :
The African Development Bank is seeking the services of an Infrastructure Public Private Partnerships (PPP) Expert (Consultant) to support its work in rolling out and operationalizing the Bank’s new PPP Strategic Framework and provide transaction and business development support to the Infrastructure and Urban Development Department.
The Infrastructure Partnerships Division (PICU 3) is one of four Divisions within the Infrastructure and Urban Development Department (PICU) in the Private Sector, Infrastructure and Industrialization vice presidency (PIVP) of the Bank. The Division is responsible for supporting the development of regional infrastructure in all the four main sectors of transport, energy, ICT and Water, to promote regional integration in Africa. Within this mandate, the Division also coordinates the Bank’s engagement in global and regional infrastructure programmes and initiatives such as the Programme for Infrastructure Development in Africa (PIDA), the G20 Infrastructure Platform, EU-Africa Infrastructure Partnerships and the Global Infrastructure Forum activities. In addition, the Division hosts the secretariat of the Infrastructure Consortium for Africa (ICA), manages the NEPAD Infrastructure Project Preparation Facility (NEPAD-IPPF), and is leading development of the Bank’s PPP Strategic Framework.
Development of the PPP Strategic Framework is nearing its conclusion with consideration for approval by the Bank’s Board of Directors expected before the end of the yar 2021. Immediately following its approval, PIVP, which will be coordinating the implementation of the Framework across the Bank will being rolling it out and operationalizing it within the Bank and taking it to its partners, stakeholders and Regional Member Countries (RMCs) for implementation.
- Objective of Consultancy :
The objective of this consultancy is to work as part of the PICU.3 team, supporting implementation of the Bank’s PPP Strategic Framework being led by PICU.
- Scope of Work :
Under the general guidance of the Division Manager (PICU 3) the Consultant shall carry out the following Tasks/Activities :
Strategic support – PPP Framework :
- Support the Division engagements within the Bank, across departments and externally with respect to implementation of the PPP Framework ;
- Provide any other strategic support as required.
Development of Operational Guidelines and Tools :
- Support the completion of work to develop PPP Framework Operational Guidelines, process to approval and Bank wide dissemination ;
- Support the development and deployment of other PPP Diagnostic, screening, prioritization and assessment tools for deployment in support of the Operational Guidelines.
Mainstreaming, Capacity Building and Dissemination :
- Assist in launching and deployment of the PPP Framework within the Bank, internal capacity building and dissemination of knowledge on the use and application of the Framework ;
- Support the engagement of external partners and service providers to enhance the Bank’s knowledge base, use and application of the PPP Framework ;
- Assist in engagements with external stakeholders for dissemination of information on the new PPP Framework, building partnerships and collaboration with the Bank’s strategic partners.
Business development support :
- Contribute to Business development efforts with key departments of the Bank and other stakeholders and participants including Governments, developers, financial investors, lenders etc. for the upstream and midstream phases of the PPP development cycle ;
- Assess requests for financing of PPP operations from RMCs and other clients of the Bank, for alignment with the Bank’s Strategic Framework Pillars 1 to 3, process the requests for inclusion in the Bank’s PPP project pipeline.
Project Processing and Management :
- Undertake PPP Diagnostics for RMCs to identify status quo, country priorities and potential areas of Bank support either as part of the CSP preparation process or otherwise ;
- Task Manage the preparation of Bank support and financing of PPP operations under Pillars 1 (upstream enabling environment and capacity) and 2 (midstream project preparation and transaction advisory services) in accordance with the Strategic Framework and Operational Guidelines ;
- Process Bank support for PPP Operations to approval ;
- Manage assigned PPP projects through their implementation in accordance with the operational guidelines in place.
Transaction support :
- Assist the Bank’s Infrastructure teams in developing specific PPP transactions through the project cycle, across the different infrastructure sectors and regions of the continent ;
- Provide assistance in initial reviews of transactions, due diligence and evaluation process etc. ;
- Support PPP risk analysis processes ;
- Support PPP transaction structuring and advisory services activities as part of Bank operations to enable PPP operations to secure financial closure, following the guidelines provided by the Bank’s PPP Strategic Framework ;
- Any other type of transactional support, as required.
Provide any other support, as required with respect to implementation of the Bank’s PPP Strategic Framework, within its three designated Pillars of Support.
- Candidate profile :
4.1 The candidate will be an infrastructure expert and development professional. Previous experience working with the Bank will be an advantage. A blend of technical and policy skills are required. Some knowledge of each of the four main infrastructure sectors, energy, water, ICT and transport, infrastructure project finance, along with the ability to develop and communicate is required. A good understanding of bilateral and multilateral donor processes is desirable. Candidates with experience of working on infrastructure transactions with the private sector will have an advantage. Candidates must have the enthusiasm and authority to build relationships and work with senior Government and private sector people. Strong interpersonal skills as well as excellent spoken and written communication skills are essential. The Infrastructure Partnerships Division is a small team – a high premium will be placed on the individual’s ability to adapt, be flexible and proactive, work with others, and deliver.
Key selection Criteria :
The candidate must have :
- at least a Master’s degree (or equivalent) with specialization in Economics, Infrastructure Planning, Finance, Engineering or related field ;
- Significant professional experience in infrastructure development, with experience of working with the Bank, other Development Finance Institutions and Private Sector Infrastructure Developer’s either as a staff or as a consultant being a key advantage ;
- A minimum of fifteen (15) years of international development work experience or advisory services in developing countries, with a focus on infrastructure development, Public Private Partnerships, private sector development, investment climate analysis, investment promotion and resource mobilization ;
- Experience of the international aid architecture, including direct working with bilateral and multilateral donors ;
- Demonstrable analytical skills, ability to interpret complex and diverse information to generate quality materials, ability to formulate strategy and take initiatives to implement it ;
- proven ability to manage projects under strict time constraints; ability to work within and/or lead a cross-functional team of staff from diverse cultural and linguistic backgrounds; Experience with non-lending activities, especially analytical work related to regional infrastructure and capacity development ;
- Demonstrate an ability to communicate and write effectively in English and/or French.
- Reporting relationships :
In carrying out his/her activities, the consultant shall work under the overall guidance and direction of the Division Manager (PICU 3).
- Duration :
The duration of the assignment will be 6 months with possibility for extension based on the needs of the Division, performance of the consultants, and upon agreement by both parties.
- Duty Station :
The consultant will work out of his own premises and will travel on mission to Abidjan or other locations for activities necessitating his presence as may be required. Such field missions as directed, to be financed by the Bank, in accordance with its existing Travel Policy.
- Outputs of the Assignment :
Based on the scope of work as set out in paragraph 3 above, the consultant shall be expected to produce in accordance with Bank Group procedures and formats the following outputs. This list is simply a guide and not intended to be exhaustive :
- Briefs, Talking Points and Speeches : As and when requested to do so, the consultant shall draft senior management briefs, talking points and/or speeches on specific projects, topics and issues, and for specific events, meetings and/or conferences that the Bank is represented at ;
- Project proposals and Concept Notes : The consultant will prepare project proposals and concept notes for internal discussion and processing, on regional infrastructure projects identified for possible Bank assistance. These shall be developed in accordance with Bank guidelines ;
- Terms of Reference for further assignments : The consultant will prepare detailed terms of reference for further assignments and assembly of technical teams based on the findings and recommendations of the assignment ;
- PPP Project Documentation : The Consultant shall prepare documentation on PPP projects, operations and transactions – Project Information Memoranda, Project Appraisal Reports, etc., for projects being considered and/or being supported by the Bank as necessary, guided by the PPP Strategic Framework and in line with its Operational Guidelines ;
- Issues papers, Aide-Memoire and Back to Office Reports : The consultant will prepare ToRs before each field mission, an Aide-Memoire during field missions and a Back to Office Report at the end of each field mission. Those documents should give details on the tasks carried out, agreements reached during the mission and, and the result and recommendations to the department; Minutes of meetings will be produced too ;
- Assignment Report : The consultant will produce a report at the end of the assignment in line with the terms of reference, highlighting the key achievements and deliverables during the course of the assignment.
- Contract amount and Modality of payment :
- For his work, the consultant will have a contract for a fixed price and, he will be paid per month, based on the invoice he will present. The monthly rate will be in accordance with the Bank rates and fees for individual consultants ;
- For AfDB’s external missions, the consultant will be given a travel ticket and per diems in accordance with the Bank’s travel policy.
