BACKGROUND :
The African Development Bank (AfDB) is the premier multi-lateral development finance institution fostering economic growth and social progress in Africa. The AfDB’s overarching goal is to reduce poverty, improve living standards by mobilizing resources in and outside Africa, and provide financial and technical assistance for development projects and programs in Africa. The Water Development and Sanitation Department (AHWS) is part of the Agriculture, Human and Social Development Department Complex (AHVP). The AHWS Department is responsible for the coordination of the Bank’s water development and sanitation-related activities to enhance synergies and contribute to the achievement of all High 5s (Feed Africa, Industrialize Africa, water-related Power and Light Africa, Integrate Africa, and Improve the Quality of Life). Through its two divisions: Water Coordination and Partnerships (AHWS.1), and Water Security and Sanitation (AHWS.2), and the African Water Facility (AWF), the Department supports regional hubs in the development and promotion of new knowledge, approaches and tools for green and inclusive water resources development and management, and for improved sanitation. In so doing, the Department leads the scaling-up of the Bank’s contribution to Africa’s efforts to attain water security and sanitation for sustainable socio-economic transformation. AHWS.1 is also responsible for the development of the Bank’s Program on Transboundary Waters.
In Africa, 63 river basins cross at least one border and jointly cover around 62 percent of the continent. The continent’s tremendous water resources have the potential to stimulate economic growth, secure livelihoods, and alleviate poverty. For African countries, whose watersheds and river basins lie totally within their own political boundaries, planning and implementing sustainable development activities is complicated enough. When the water resources traverse national boundaries, the coordination and management of shared water resources is even more difficult.
As African countries scale up resource mobilization to access the financing needed to address transboundary issues, their capacity to prepare well-designed, bankable projects that will attract the limited public and private resources available is critical. By emphasizing basin-wide stakeholder participation, interinstitutional and intergovernmental coordination, and efficient use of limited financial resources, transboundary basin approaches can advance economic, environmental, and
social goals, while avoiding the challenges that may otherwise occur with unilateral development approaches.
In order to contribute to the objectives of the department, AHWS.1 (the hiring unit) plans to recruit a Water Resources Management (WRM) Consultant to support the implementation of selected activities in its Work Program (WP), in addition to supporting the Bank’s Program on Transboundary Waters in collaboration with relevant River Basin Organizations (RBOs).
OBJECTIVE AND SCOPE OF THE WORK :
The objective of this assignment is to support the AHWS.1 :
- with internal Water Sector activities ;
- to establish modalities for greater engagement and coordination with Regional Economic Communities (RECs) and RBOs ;
- to develop a Transboundary Waters Program in the Lake Chad Basin ;
- to undertake ad-hoc assignments as may be requested.
The consultant will report to the Division Manager, AHWS.1. Under his direct supervision and guidance, the consultant shall execute the following duties:
Task 1: Systematic implementation and application of the Bank’s coordination and collaboration arrangements for water related interventions within the Bank’s programs and operations :
- Provide technical support (including supporting the Division’s role as secretariat) to the operationalization of procedures for a fully functional Policy on Water Cross-sector Coordination Committee (PoWCCC) within the Bank.
Task 2: Strategic partnership activities
- Provide technical support to the development of the AHWS guiding framework for developing and managing partnerships on water security; as well as support for optimising existing partnerships ;
- Identify mechanisms for the Bank’s engagement in water development and sanitation fora and events of regional/global significance at the RECs/RBOs level and support the Bank’s policies and strategies such as Regional Integration Strategy Papers (RISPs), Bank Group’s Policy on Water etc., through these fora.
Task 3: Lake Chad Basin :
- Produce a work program for the development of water resources management in the Lake Chad Basin in cooperation with the Lake Chad Basin Commission (LCBC), to implement the Directive of the President of the Bank regarding support to Lake Chad, and provide technical support to the development of a partnership framework with the LCBC.
Task 4: Modalities for greater engagement and coordination with RECs and RBOs :
RECs are organisations that group together countries within geographical sub-regions for the purpose of achieving greater economic integration, while RBOs are specialised organisations with the authority to address basin-wide water resource management issues, particularly in transboundary basins. These organizations have a responsibility of seeking the full participation of regional/basin stakeholders in the planning, development and implementation of programmes in various areas of economic development and natural resources management. Water is a critical factor in the integrated and cooperative socio-economic development of RECs/RBOs. Under this task, the Consultant will:
- Support the Division to plan and organise meetings to identify opportunities for synergies and collaboration with the RECs/RBOs on water resources management and development (WRMD) ;
- Support the Bank’s engagement in strategic platforms at REC/RBO levels in the water sector. Identify mechanisms for the Bank’s engagement in water development and sanitation fora and events of regional/global significance and support the implementation of the Bank’s policies and strategies such as Regional Integration Strategy Papers (RISPs), Bank Group’s
Policy on Water etc., through these fora.
KEY DELIVERABLES :
The consultant is expected to produce the following outputs :
Systematic implementation and application of the Bank’s coordination and collaboration arrangements for water related interventions within the Bank’s programs and operations : Brief on the operationalization of internal coordination and collaboration procedures for water related interventions.
Optimising strategic partnerships : Report on the activities as outlined above.
Lake Chad Basin : Strategy document for the development of water resources management in the Lake Chad Basin.
QUALIFICATION & EXPERIENCE :
The Department seeks a highly motivated expert with outstanding credentials and a strong record of professional accomplishments.
Key qualifications include the following :
- At least a Master’s or equivalent degree in Water Resources Management or similar / or in governance and/or management, strategy, knowledge management, Civil Engineering, Water Supply, Sanitation Engineering, Environmental Engineering or related disciplines ;
- A minimum of 10 years of relevant professional experience, with at least five (5) years focusing on integrated water resources management or a related field ;
- Broad experience in the preparation of investment projects and analysis of development policies ;
- Professional experience working with international development institutions ;
- Proficient or advanced competency level in Client Orientation, Achieving Results and Problem Solving and Knowledge Sharing ;
- Strong client orientation, diplomatic skills, and drive for results ;
- Computer proficiency with competency in the use of standard software (word, excel, power-point) and internet including online meeting and teleconferencing tools ;
- Fluency in English and/or French, knowledge of the other language is an asset ;
- Ability to work in a fast-paced environment and produce quality work in a short time, within deadlines and under pressure.
DURATION AND LOCATION OF THE ASSIGNMENT :
The Consultant will commence the assignment on 1st September 2021. The assignment is expected to last for a period of four (4) calendar months. The assignment will take place remotely, unless otherwise required by the Bank, and may require occasional mission travel once the restrictions related to COVID-19 are relaxed.
REMUNERATION :
The Consultant will receive a monthly all-inclusive fee to be negotiated upon contract signature, and in compliance with the Bank’s established remuneration scale, considering requisite qualifications and experience. No additional benefits or per diems will be paid. The Bank will cover full costs of any required missions and provide a per-diem in accordance with rules governing consultant mission travel. The Consultant is responsible for his/her own health insurance.
