Context :

FHI 360 is seeking qualified candidates for a Technical Advisor – Quality Improvement (QI) position for an anticipated community nutrition activity in Ethiopia. The activity will build upon a long tradition of USAID nutrition funding in Ethiopia and is expected to focus on enhancing multisector coordination and accountability; improving nutrition practices and health-seeking behaviors; and strengthening delivery of quality nutrition services within USAID’s Feed the Future Zones of Influence. This will be a full-time position based in Addis Ababa, Ethiopia for a duration of five years. Ethiopian nationals are strongly encouraged to apply. Availability of the position is contingent upon successful award of the activity to FHI 360.

Job Summary :

The Technical Advisor – QI will lead the design and implementation of continuous QI approaches for the anticipated community nutrition project aligned with national policies, industry standards, and donor requirements. S/he will provide technical direction and training for staff and partners and oversee the operational aspects of the QI approach, including QI indicators, monitoring plans, and any recommended changes to the work plan and/or budget based on data collected and lessons-learned from the field. The Technical Advisor will also prepare QI sections of donor reports and learning documents; and provide coordination and QI technical support for government and community organizations based on the latest evidence and best practices.

Key Responsibilities :

  • Lead the design and implementation of a context-specific QI model and action plan based on assessment findings, industry standards, and national guidelines ;
  • Design evidence-based approaches to strengthen QI in community nutrition service delivery and integrate within project activities according to the QI model and action plan ;
  • Provide technical support in creation and dissemination of QI tools, strategies for assistance and mentorship, reports, and interventions across the project ;
  • Work closely with assigned teams to ensure QI activities are implemented according to best practices and evidence-based frameworks ;
  • Prepare and deliver presentations to donors and key stakeholders on progress ;
  • Develop project work plans and coordinate with donors and partners on activities ;
  • Ensure technical deliverables and implementation are consistent with best practices ;
  • Proactively identify risks or challenges to technical deliverables and create mitigation plans ;
  • Review, assess, and evaluate the effectiveness of QI interventions and make recommendations for enhancements ;
  • Ensures the quality of implemented technical activities and systems at all levels ;
  • Willingness to travel within country for technical assistance provision and quality assurance.

Minimum Requirements :

  • Master’s degree or its international equivalent in public health, nutrition, international development, or related field preferred ; or bachelor’s degree and 2 additional years of work experience ;
  • Minimum of 12 years of related work experience, including managing and implementing QI activities for donor-funded programs, preferably within multi-sector programs in Ethiopia or similar country contexts ;
  • Demonstrated abilities in a range of QI models and methodologies ;
  • Expertise delivering QI training to the government at the community level, ideally through both mentoring and more formal training approaches ;
  • Experience coordinating with governments, private sector, local organizations, and communities, in the design and implementation of QI initiatives ;
  • Relevant computer software skills (at a minimum, the standard applications in MS Office) ;
  • Oral and written fluency in English.
