BACKGROUND :

Cameroon has among the highest burden of HIV in West and Central Africa (2.7% among average risk reproductive age adults – DHS 2018). High HIV prevalence is associated with high-risk sexual behaviors such as inconsistent use of condoms and lubricants and a high rate of sexually transmitted infections (STI). Stigma and discrimination have further marginalized key populations limiting their access to life-saving services such as anti-retroviral therapy (ART) and reducing the country’s ability to control the HIV epidemic

The national response is led by the National AIDS Control Committee (NACC), which coordinates implementation of the National HIV/AIDS Strategic Plan 2021-2023. This policy aims to reduce HIV and STI-related morbidity and mortality and alleviate its socioeconomic impact on the development of Cameroon. Among strategic approaches, the plan stresses improved access to prevention, care and treatment for key populations.

The USAID-funded Community HIV/AIDS Investments for Longer and healthier Lives (CHILL) has the following objectives: (1) HIV testing for Key and Priority populations (KPs & PP); (2) ART uptake for KPs and PPs by ensuring that those who test positive are actively linked to treatment as soon as possible; and (3) improving retention in treatment through improved linkages between facility and community-based services, and reinforced community-based support for adherence and client follow-up.

Care and Health Program (CHP) will be the CHILL prime and will lead the program in partnership with fifteen local community-based organizations (CBO). The consortium is collaborating with the Ministry of Public Health (MOH), NACC and other stakeholders to build the capacity of the national, regional and community response.

These efforts will expand service coverage in five focus regions and generate data for evidence-based programming through the implementation of evidence-based prevention, care and treatment services to key and priority populations in Cameroon.

In the context of this project, CHP is recruiting a SI Advisor with the following criteria :

CONTRACT PERIOD : 1 year, beginning from November 7st 2022

PLACE : Yaoundé

CONTRACT TYPE : CDD

TRIAL PERIOD : 3 Months Renewable after evaluation.

 

 

BASIC FUNCTIONS :

To ensure uninterrupted service provision to KP and PP, as well as sustain gains from the last 12 years, USAID seeks to partner with a local entity to implement a follow-on award called “Community HIV/AIDS Investments for Longer and healthier Lives (CHILL) in Cameroon.” The CHILL Activity will provide comprehensive HIV prevention services, implement effective case finding, and link HIV-positive people to care and treatment services over a performance period of five years. USAID anticipates the prime partner will closely collaborate with key stakeholders – Ministry of Public Health, National AIDS Control Committee, Global Fund for AIDS, Tuberculosis, and Malaria, and PEPFAR-funded clinical programs – to achieve the delivery of seamless services to key and priority populations.

Strategic Information Advisor (SI Advisor) :

The Strategic Information Advisor will be the Monitoring and Evaluation Expert at CHILL.

 

 

Functions and responsibilities :

  • Lead the development and maintenance of a functional, comprehensive and high-quality M&E system. He or she will ensure the existence of a strong and functioning system for reporting consistency and accuracy ;
  • Ensure the existence of relevant and comprehensive data collection and reporting tools, including Standards operating procedures (SOPs) tailored to Strategic Information needs and PEPFAR SIMS standards ;
  • He or she will be the lead capacity strengthening expert for M&E staff from central level to the lowest project team unit, to ensure high capabilities both at entry and all through routine implementation ;
  • The Strategic Information Advisor will introduce, maintain and use health data management systems (HMIS) that appropriately serves the needs of the program ;
  • He or she will also oversee the collaboration with the Ministry of Public Health and key stakeholders working on interoperability of national systems to ensure alignment of the CHILL community health information system with the national health information systems. The Strategic Information Advisor will serve as a point of contact for all USAID Strategic Information related communications, including routine reporting and data analysis ;
  • The Strategic Information Technical Advisor will assisted by a minimum of two (2) local Strategic Information Subject Matter Experts: A Knowledge, Information and Visualization Manager and a Quality Assurance and Improvement Specialist.

Job profile :

Master degree in Public Health or equivalent degree , /Social Sciences, Economy,  Statistics International Development or a related or relevant field, or an equivalent combination of education and training. professional experience, with training and experience in project implementation and in research, management or evaluation. He or she must have a minimum of 08 years’ experience

Other skills and abilities :

  • Ability to multi-task within tight deadlines and with strong attention to details ;
  • Excellent communication skills in both French and English ;
  • Highly motivated, willing to learn, good teamwork player, service-oriented and able to work under high pressure.
