REQUEST FOR EXPRESSIONS OF INTEREST

AFRICAN DEVELOPMENT BANK

PRIVATE SECTOR, INFRASTRUCTURE, AND INDUSTRIALIZATION COMPLEX

The African Development Bank (“The Bank”) hereby invites Individual Consultants to express their interest in the following assignment: Lusophone Compact Investment Consultant ;

The Services to be provided under the Assignment include: (i) pipeline development and management; (ii) advisory support to advance investment projects; (iii) resource mobilization, (iv) project structuring; (v) partnerships, (vi) stakeholders engagement. More details on the services are outlined in the annex under “key areas of responsibility in section 3 of the terms of reference (ToR) ;

The Development Finance for Portuguese-Speaking Countries (Lusophone Compact) is a strategic vehicle for accelerated inclusive, sustainable, and diversified private sector-led growth in the PALOPs, by crowding in private sector-driven investments targeting transformative investment opportunities. The initiative’s design emphasizes the need to deepen economic cooperation within the community of Lusophone countries while simultaneously strengthening their integration within their respective geographic blocs and linkage to intra-regional and global trade value chains. It is established on three anchors; (i) Risk mitigation instruments to unlock investments, (ii) Financing for Investments, and (iii) Technical Assistance for private and PPP projects ;

The Bank now invites eligible Individual Consultants to express their interest in providing consulting services with regards to the performance and completion of the Proposed Assignment. Interested Consultants shall provide information on their qualifications, experience demonstrating their ability to provide the services, as well as a proposed work program with timeline, their understanding of the assignment and the proposed way to approach the assignment (documentation, references for similar services, experience in comparable assignments, etc.) ;

Interested consultants are expected to demonstrate a track record in project management, project and corporate finance, knowledge of credit enhancement and risk mitigation mechanisms, design of technical assistance projects, and advancing projects to financial closure ;

The eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the Bank’s “Rules and Procedures for the use of Consultants”. Please note that interest expressed by an Individual Consultant does not imply any obligation on the part of the Bank to include the Consultant in the shortlist ;

The duration of the proposed assignment shall be six (6) months. Commencement Date is anticipated to be on March 1, 2022 ;
