- The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment : PROJECT MANAGER FOR PROGRAM WAKANDA ;
- The Bank is looking for an independent project management Consultant to provide an effective project execution and management skills for the implementation of Phase II of Program WAKANDA (SAP Functional Upgrade and Business Process Reengineering projects). Phase II of Program WAKANDA is designed to develop an integrated IT platform to enhance operations management including connecting the indicative operations pipeline, the assessment of the cost of project preparation and the required staff time. The platform is also expected to provide end-to-end tracking of all project management activities and documents as well as enable borrowers and partners to perform transactions and access information. Functional requirements are informed by the Business Process Improvement and Reengineering effort for Sovereign and Non-Sovereign Operations.
The Consultant’s duties will include the following :
LEADERSHIP and COMMUNICATION – Must carry the following :
- Prioritize trade-offs between on-time, on-scope, and on-quality or on-budget delivery of the projects under different programs ;
- Design and manage an appropriate project governance ;
- Assist in managing project teams’ interpersonal relations to build rapport inside and outside the immediate project teams ;
- Engage and manage any third parties, within the confines of the project team execution plans ;
- Develop project communication material in order to deliver the appropriate information as required by different stakeholders during the project lifecycle.
Project Planning, Execution, Monitoring and Controlling :
- Ensure proper use of methodology, tools, and procedures ;
- Ensure the proper governance is in place to best meet project objectives ;
- Assist in the development and review of project management and governance documentation from the initiation through implementation and completion phases ;
- Proactively identify changes in work scope and ensure appropriate planning measures are taken with internal and external stakeholders to reassess and amend the scope of work requirements, budget, and timeline ;
- Plan and execute formal Quality Gate process whenever required ;
- Manage the financial aspects of the project: budgeting and estimate to actual variance ;
- Perform risk assessments, establish contingency plans, and identify trigger events and responsibilities for initiating mitigating action ;
- Escalate issues early about the project to account management or delivery management ;
- Determine what constitutes successful closure for all parties ;
- Gain acceptance and sign-off by all parties when closure is attained ;
- Conduct post project reviews, report findings with recommendations for improvement.
- Required skills and qualifications :
- The consultant should have Master/Engineering degree or equivalent in computer sciences (or software Engineering/ Business Analysis) with a significant experience in project management skills ;
- The consultant should have at least 10 years working experience in IT project management practice in general and specifically with a significant implementation experience in SAP ;
- Professional certifications in project management such as Certifications PMP or Prince2, plus good background in software development life cycle (SDLC), tools and project planning software; the quality assurance process; and the change management and deployment procedures and mechanisms for delivering new project systems ;
- Project Leadership Excellence (PLEX) or similar interpersonal skills course would be a plus ;
- Proficient understanding of SAP solutions and of the consulting business processes and functions ;
- SAP Activate certification incl. Agile Project Management would be a plus ;
- Knowledge of and competency in project management processes including planning tasks, resource allocation, risk management, time management, financial management, quality management, monitoring and reporting, documenting and record keeping ;
- Ability to challenge business requirement from business team or solution given by integrator ;
- Demonstrated significant management experience in medium to large multilayered teams or organizations ;
- Demonstrated expertise in creating and maintaining project deliverables such as, project charter, project management plan, status reports, project timesheets, communications plan, budget, and schedule ;
- Demonstrated experience in managing issues, scope and quality while bring projects to successful completion within the cost and time requirements ;
- Strong interpersonal skills: the ability to work well with people from different disciplines with varying degrees of technical experience; competence in clear concise and tactful communication with senior management ;
- The consultant should have proved negotiations skills. He/She should have the capacity to adapt quickly, team-up easily with others and build good relationship with project team members and managers ;
- The consultant should have good communications skills in written and oral in English and French, and the capacity to easily communicate the essential information in concise and clear manner ;
- The consultant should have a working experience with Microsoft Office Suite (Word, Excel, PowerPoint, MS project, Visio, etc.) ;
- Understanding of SAP Solution Manager would be a plus.
- The African Development Bank invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (CV, reference to similar services, experience in similar assignments, etc.) ;
- The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
- The duration of services is 06 months (renewable subject to satisfactory work), and the estimated starting date is 15 October 2021 ;
- The work will be carried out remotely during the Covid-19 lockdown period. If the situation changes, onsite delivery at the Bank’s HQ in Abidjan would be at minimum 30% ;

- ESTABLISHMENT OF THE SHORT LIST :
A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
