Context :
To ensure uninterrupted service provision to KP and PP, as well as sustain gains from the last 12 years, USAID seeks to partner with a local entity to implement a follow-on award called “Community HIV/AIDS Investments for Longer and healthier Lives (CHILL) in Cameroon.” The CHILL Activity will provide comprehensive HIV prevention services, implement effective case finding, and link HIV-positive people to care and treatment services over a performance period of five years. USAID anticipates the prime partner will closely collaborate with key stakeholders – Ministry of Public Health, National AIDS Control Committee, Global Fund for AIDS, Tuberculosis, and Malaria, and PEPFAR-funded clinical programs – to achieve the delivery of seamless services to key and priority populations.
Chief Of Party (COP)
Functions and responsibilities :
The Chief of Party (COP) shall serve as the senior member of CHILL’s team and provide technical and management leadership for the project.
Job profile :
The COP :
- Shall hold a minimum of a master’s degree in Public Health, Administration and/or other relevant discipline, and have a minimum of 10 years’ experience in public health programming including at least 5 years leading similar programs ;
- Shall be fluent in both English and French and serve as the main contact between USAID and CHILL ;
- Will have the responsibility of managing all of CHILL’s staff and be responsible for all CoAg conditions (including adherence to USG/USAID principles) and deliverables ;
- Will be assisted in their task by at least 3 staff who will directly report to him/her: DCOP-Programs, DCOP-Finance and Operations and the Strategic Information Advisor ;
- Will continuously assess and determine the staffing needs for CHILL and ensure CHILL is adequately staffed to deliver on set objectives. While a local hire is highly recommended, the COP position could be a local or expatriate staff ;
- Will be in charge to prepare technical activities report to be submitted to USAID.
Other skills and abilities :
- Ability to multi-task within tight deadlines and with strong attention to details ;
- Excellent communication skills in both French and English ;
- Highly motivated, willing to learn, good teamwork player, service-oriented and able to work under high pressure.
