Overview :

The CDC Enhancing Global Health Security (EGHS) project is a global mechanism that supports Global Health Security Agenda goals through programs and activities focused on protecting and improving health security at country and regional levels. Core priorities include strengthened laboratory and surveillance systems, public health workforce, emergency operations and capacity to implement the International Health Regulations.

This primary function of this position is to provide technical assistance to the Guinea Direction National des Laboratoires (DNL) activities, programs, and/or portfolios. Collects compiles and analyzes information relevant to the implementation of the National Laboratory policy and strategic plan. Assists with strategic plan implementation. Ensures activities are on track with work plans. Gathers information to assist the Director of the DNL with activities being implemented. Provides support to the DNL team, in addition to communication efforts related to activity management and execution. Ensures compliance with internal and external regulations. May monitor with the DNL team budget for projects funded by partners and maintain a monitoring system for reviewing activity status. Ensures completion of the project while adhering to budget, scope, and schedule requirements. Develops/reviews work plans, prepares reports, and meeting minutes, and supports other related project objectives and deliverables.

Technical Responsibilities :

Programmatic Management Support:

  • Provides support to DNL management ;
  • Organizes and participates in meetings, develops ToR, and meeting minutes  ;
  •  Leads assigned project tasks and oversees task completion ;
  • Researches and provides inputs for project design by supporting DNL team members ;
  • Synthesizes existing information and data into an overarching summary of progress on key activities ;
  • Tracks implementation/completion of DNL work plans with partners and collects data ;
  • May contribute to project budget development ;
  • Participates in external events such as workshops, and training related to project and/or technical areas ;
  • Make sure all necessary documents are developed and filed.

Programmatic Administration :

  • Assists in ensuring the document management site is used appropriately by the project team ;
  • Liaises with the partners and other Ministry Directorates by supporting administrative tasks and assisting with the coordination of the contracting process; serves as the contact regarding administrative task assignments.

Applied Knowledge and Skills :

  • Full understanding of project/project management concepts and practices ;
  • Basic knowledge of the technical area of the activities ;
  • Excellent oral and written communication skills ;
  • Strong and demonstrated project management skills ;
  • Ability to solve problems and implement corrective action as needed ;
  • Ability to prepare reports and provide information to management in a timely matter ;
  • Articulate, professional, and able to communicate in a clear, positive fashion with funder and staff ;
  • Must be able to read, write, and speak fluent French and English.

Education and Experience :

  • Bachelor’s Degree or its International Equivalent, Management, Business Administration, and Administration, or a Related Fields ;
  • Project management certification preferred.

Typical Physical Demands :

  • Typical office environment ;
  • Ability to spend long hours looking at a computer screen and doing repetitive work on a keyboard ;
  • Ability to sit or stand for extended periods of time ;
  • Ability to lift/move up to 5 lbs.

Technology to be Used : Personal computer, Microsoft Office (Office 365, SharePoint, Word, Excel, PowerPoint), Skype/Zoom/Teams, cell phone/mobile technology, and standard office equipment.

Travel : Minimal within the country.
