ORGANIZATIONAL CONTEXT :

These jobs are found in Country Offices (COs), Regional Bureaux (RBs), and Headquarters (HQ). The Job holders report to a Head of Unit, Chief or Administration Officer.

At this level job holders are expected to demonstrate responsibility and initiative to respond independently to queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. Job holders have a level of expertise and knowledge to adapt and contribute to the development of systems and processes in order to continually improve the level of support provided. Job holders are expected to manage resources and coach and coordinate a team of support staff.

 

JOB PURPOSE :

To coordinate and provide high quality, client-focused and value-for-money oriented administration services.

 

KEY ACCOUNTABILITIES (not all-inclusive) :

  1. Apply WFP’s fleet management strategy when preparing plans for purchase of important fleet assets. Conduct spend analyses using historical spend data to identify trends that can be used to plan procurement activities and Frame Agreements ;
  2. Plan for acquisition, maintenance and replacement of fleet assets. Develop local fleet management replacement strategies taking into account WFP’s short and medium term requirements ;
  3. Coordinate activities of implementing partners and/or contractors performing fleet related activities, and ensure that they understand and adhere to relevant WFP’s rules and procedures ;
  4. Respond to field requests for information and advice and coordinate responses from a range of HQ units to provide a clear, consistent and timely response to the field ;
  5.  Collect information both in the field and in HQ, to ensure relevant and appropriate information is gathered and shared. Promote an understanding of concerns, objectives and priorities for fleet related issues by providing information or expertise to interested parties ;
  6. Support Infrastructure Support for fleet management in the CO and FOs ;
  7. Provide fleet management reports, customised reports, and gathers information on all fleet assets and provides in-depth reports periodically and when requested ;
  8.  Monitor the quality and accuracy of fleet related data in relevant business systems. Compile and analyse statistical information, identify trends and developments in fleet related matters that will assist in decision making ;
  9.  Disseminate, promote commitment to and monitor compliance with WFP’s global policies, standards and guidance on fleet management ;
  10. Any other related duties as required.

STANDARD MINIMUM QUALIFICATIONS :

Education : Completion of secondary school education. A post-secondary certificate in the related functional area.

Language : General Service (Headquarters): Fluency (level C) in English language. Fluency (level C) or intermediate knowledge (level B) of another official language may be required depending on the location of the post or area of responsibility. General Service (Field): Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE :

  • Has demonstrated a sound understanding of WFP administrative operating standards and awareness of international humanitarian development issues through day to day work ;
  • Has provided ad-hoc guidance to new staff members.
