Subject : Assistance in operational risk management function of the African Development Bank

1. The African Development Bank (the “Bank”) hereby invites Individual Consultants to indicate their interest to provide assistance in the operational risk management process of identification, assessment, control, monitoring and reporting, and internal control over financial reporting (ICFR) ;

2. The assignment is with the Operational Risk Management and internal control over financial reporting team and will entail :

• Assist with the implementation of the Operational Risk Framework which includes coordinating and facilitating Risk and Control Self-Assessments (RCSAs) and Key Risk Indicator (KRI) processes ;
• The consultant will also assist in documenting business processes including those that impact on the Bank’s financial statements, identification of key risks within the processes and determination of adequacy of controls instituted to mitigate those risks and offering recommendation where necessary to improve existing controls ;
• Design and/or update risk and control matrix for key business processes which will form a basis of determining key controls to be periodically tested and as necessary, compile results of periodic tests of controls and work with business units to remediate ineffective controls ;
• Support the Head of Unit on different assignments including document review ;
• Any other task of a similar nature.

Given the aforementioned scope, the consultant is expected to demonstrate experience in operational risk management process and knowledge of operational risk management tools such as RCSA, KRIs, incident reporting etc., business processes analysis and documentation, risk and controls matrix, and test of controls including IT controls using the COSO framework. The consultant must have a demonstrated track record for handling similar assignments and a strong experience in implementing an operational risk management framework, and internal controls over financial reporting including in field offices.

Key skills necessary for this assignment include extensive experience in risk, control identification and assessment, identification of key risk indicators, processes documentation and tests of controls. A minimum of five (5) years of professional experience and a master’s degree is essential. Proficiency in both English and French will be an added advantage. This is not a high value assignment, and the consultant will be expected to submit their technical and financial proposals.

3. The Operational Risk Unit invites individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (CV, documents, reference to similar services, experience in similar assignments, references, etc.) ;

4. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy for Recruitment of Corporate Consultants. Please note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist. It is expected that interested Individual Consultants shall already be registered or register in the Bank’s DACON System for consultants. 5. A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their submission, level of education in general, years of experience in general, number of years of experience relevant to the assignment, language skills, knowledge of the working environment, regional and prior Bank experience ;

6. The estimated duration of service is 6 months with a break of 6 to 8 weeks around Christmas, and the estimated starting date is in September 2022. The consultant will carry out the assignment remotely given the current working environment ;
