TERMS OF REFERENCE

Roster – Front end developer (P2)

  1. Purpose of consultancy

The role of the Consultant (Front-End Developer) is to support the WHO Regional Office for Africa’s web team and the graphic designer to ensure that all elements of web creation are consistent, modern, aesthetic, user-friendly and updated in a timely manner.

 

  1. Background 

The Communications Unit plays a key role in providing visibility and building support for WHO’s agenda, as well as disseminating health information and managing the organization’s reputation. The Unit also supports the Regional Director in the effective delivery of her mandate and in the provision of leadership and coordination of the work of WHO in the African Region. The Communications Unit is in charge of maintaining and updating the Regional Office’s website.

 

  1. Deliverables

    • Support with web content updates.
    • Determining the structure and design custom of web pages.
    • Utilizing a variety of markup languages to design custom responsive web pages.
    • Developing the required features using custom scripts to enhance the user experience on the WHO/AFRO web platforms when needed.
    • In line with WHO’s visual identity, striking a balance between functional and aesthetic design, ensuring user experience determines design choices.
    • Building reusable code for future use (templating).
    • Optimizing web pages for maximum speed and scalability.

 

  1. Qualifications, experience, skills and languages

Educational Qualifications:

Essential: A first-level university degree in computing science studies, web programming or related field.

Desirable: Knowledge in utilizing content management systems for creating and editing web assets for web pages in a public health setting.

Experience:

Essential: Minimum 2 years of experience in web design.

Desirable: Experience in graphic design applications such as Adobe Illustrator.

Skills/Knowledge:

  • Proven understanding of key design principles.
  • Proficiency in HTML5, CSS3, JavaScript, Bootstrap 3 and jQuery.
  • Experience in responsive and adaptive design.
  • Excellent understanding of SEO principles.
  • Good problem-solving skills.
  • Good verbal communication skills.
  • Good interpersonal skills.

Essential: Expert knowledge of English.

         On site for insurance purposes ( Home-based with duty travel at WHO AFRO, Brazzaville).

 

  1. Remuneration and budget (travel costs are excluded):

    1. Monthly rate at Band A level (P2)
