Context :

The Government of Kenya on behalf of Athi Water Works Development Agency has received financing from the African Development Bank towards the cost of the Kenya Towns Sustainable Water Supply and Sanitation Program and intends to apply part of the agreed amount for this loan to payments under the contract for Consultancy Services for Design review and supervision for the construction of Makutano Water and Sewerage Project.

The objective of this consultancy is to engage a consulting firm to undertake design review, ESIA, RAP and supervision of construction works for:

Makutano Sewerage Project:

  1. Rehabilitation of 1Nr Ablution block in Kangari market.
  2. Laying of 12.5km of 600/450/300 dia. PCC trunk sewer pipeline to serve Kimorori, Wempa, Kabati and Gitura. The lines are to drain to a proposed Sewerage treatment plant of capacity 3,000m3/d (Phase 1) located in Wempa Ward, Maragua Constituency.
  3. Laying of 15.5km of reticulation sewers
  4. Provision of 1000 household connections.
  5. Makutano/Kenol Water Supply Project
  6. Laying of 8.1km, 200mm dia. HDPE treated water pipeline from Kinyona Treatment works to Mwarano tank via Mairi tank.
  7. Construction of a 250m3 masonry tank at Mwarano.
  8. Laying of 26.8km, 200mm dia. HDPE treated water pipeline from Mwarano to Machengecha tank.
  9. Laying of 11.0km, 160mm dia. HDPE treated water pipeline from Machengecha tank to Kenol.
  10. Construction of a 250m3 masonry tank at Kenol.
  11. Laying of 152km of distribution pipelines in the areas of Gatanga, Wangu and underserved areas within the Murang’a Bulk Water Supply System which will ensure last mile household connections.

The overall objective of the assignment are as follows:

  1. To carry out a review of the existing projects designs and bid documents;
  2. To fulfill the role of the Engineer’s Representative in the supervision and Coordination of the construction works;
  • To supervise the appointed Contractor for Makutano Water and Sewerage Project, in accordance with the conditions of contract, specifications and drawings, works carried out by the selected contractor.
  1. The consultant will be responsible for ensuring that work is carried out in accordance with the designs, specifications and works contract documents while at all – time ensuring quality, cost effectiveness and timely completion;
  2. To provide the client with regular status reports and other reports as per the Terms of Reference, together with all related necessary technical assistance and professional advice to the Client related to supervision of the construction of the said works;
  3. To carry out RAP study and assist in the implementation of Resettlement of Project Affected Persons (PAPs).
  • To prepare ESIA for the project.

The consultancy services will be carried out over a period of 37 (Thirty Seven) months which will cover design review and assistance in procurement of works contractor of 7 (Seven) months, 18 (Eighteen) months to cover construction supervision and 12 (Twelve) months defects liability period.

The Athi Water Services Board now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification. The shortlisting criteria are:

  1. Experience in similar assignments
  2. Experience in similar conditions.
  3. Availability of appropriate skills amongst staff e.g. Water Engineers, Sanitary/sewerage experts, electromechanical engineers, Surveyors, CAD experts, Environmentalists, Sociologists, Valuers.
  4. Experience in undertaking ESIA and RAP Studies.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the “Procurement Policy for Bank Group Funded Operations” dated October 2015, which is available on the Bank’s website at http://www.afdb.org.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
