Description :
- The Government of the Republic of Sierra Leone has received financing from the African Development Fund (ADF) toward the cost of the Freetown WASH and Aquatic Environment Revamping Project (WASHAERP) and intends to apply for additional financing from other sources, including the Organisation for Petroleum Exporting Fund for International Development (OFID), Kuwait Fund, Islamic Development Bank (ISDB), Saudi Fund, Green Climate Fund (GCF), Adaptation Fund (AF), ECOWAS Bank for Investment and Development (EBID) and the Netherlands Enterprise Agency toward co-financing of the project. It is further intended to apply part of the financing to eligible payments under the contract for a Project Management Technical Assistant (Project Management TA) to support the Executing Agency, Guma Valley Water Company (GVWC), and partner implementing agencies in the management of the project.
- Services include : providing leadership and direction of a multidisciplinary team of experts in the day to day implementation of project activities covering administrative, technical, procurement, financial, and disbursement activities to ensure compliance with relevant rules, procedures and standards ; monitoring and coordinating activities of individual technical experts, implementing agencies and service providers (Consultants, Contractors and Suppliers) to ensure timely delivery of all project outputs ; facilitation of regular stakeholder coordination meetings including quality assurance of the work of project personnel and service providers ; prior preparations, including the timely mobilisation of all relevant stakeholders, for effective participation in financiers’ supervision missions timely collation of inputs of project personnel inputs for preparation and submission of relevant reports including Annual Work Plans and Budgets, Procurement Plans, Quarterly Financial reports and Quarterly Project Implementation Progress Reports ; Quality assurance of ExecutingAgency’s communication with the project financing institutions. The assignment requires a versatile water sector professional with cutting edge team building skills in a multicultural working environment. This position is not intended for an advisory role but requires hands-on technical and project management support involving substantive contribution to the performance of tasks. The project has been developed based on the Integrated Urban Water Resources Management (IWRM) approach and therefore includes interventions in rehabilitation and expansion of water treatment, transmission, storage and distribution systems ; solid and liquid waste collection, treatment and disposal services infrastructure provision and capacity enhancement for effective protection of the Western Area Protected Forest/Water-shed ; and promotion of good sanitation, hygiene and child nutrition practices of the primary beneficiaries while facilitating their gainful participation in the improvement of WASH services. The assignment is to be performed in Freetown, Sierra Leone, and will require full time input over a period of at least 36 months renewable on annual basis subject to satisfactory performance.
- GVWC now invites eligible individual consultants to indicate their interest in providing this service. Interested consultants must provide information (detailed curriculum vita including bio-data, copies of academic and professional qualification certificates and contact details), indicating that they are qualified to perform the services. Key qualification requirements include Master’s degree in water/sanitary/civil/environmental engineering, MBA with first degree in civil engineering, or related field ; At least 15 years of post-qualification practical experience in Water Supply and Sanitation sector, out of which at least five (5) years are in project management position; demonstrable experience in the management of medium to large urban water supply and sanitation systems design and construction projects; experience in procurement and management/construction supervision of turnkey works contracts ; experience in the management of Integrated Urban Infrastructure and services project or multi-sector projects involving coordination of different agencies and donors; verifiable appreciation of financial management and procurement rules and procedures of bilateral and multilateral donors, particularly the ones cited in paragraph 1 above. Track record of leadership of large multidisciplinary technical assistance teams for preparation and/or implementation multilateral donor funded programs/projects, especially in Sub-saharan Africa ; proficient use of relevant engineering software as well as Microsoft Office applications ; fluency in English (listening, reading, writing, speaking).
