Department/country program description/mission :

The overall objective of the American Refugee Committee (ARC) in Somaliaprogram is to prevent death and alleviate human suffering among affected internally displaced persons (IDPs) insettlements and host communities where we work. ARC has embarked on WASH, Health, Protection, shelter andlivelihood activities in lower juba region of Somalia and health and WASH programme in both Banadir and Sool regionof Somaliland expand to other parts of the Country. ARC is taking a multi-sectoral approach in responding tothe severe drought conditions through a range of activities including Health, Relief Commodities and WASH. The Somalia Program of the American Refugee Committee (ARC) has fully-fledgedoffices in Mogadishu, Kismayo, Dhobley, Afmadow, Hargeisa and Laas Canood in Somaliland besides aliaison office in Nairobi, Kenya. ARC is working closely with national and regional authorities and with a numberof Somalia-based international and national organizations to galvanize coordinated lifesaving humanitarianassistance to the people in need.

Primary purpose of the position :

Under the supervision of the Finance Manager/ Finance Controllerwill ensure that all financial functions in the country programs including accounting, payments and banking payroll, budgeting,financial reporting and grant financial management and compliance are done effectively and in a timely manner. MAJOR AREAS OF ACCOUNTABILITY % OF TIME • Support timely delivery of quality financial reports to donors and internalreports to colleagues and HQ. • Ensure compliance with relevant country statutory and other financialobligations such as tax, levies and statutory returns. • Monthly financial briefings to relevant Managers. • Lead and manage the finance team (including people planning, performance,well-being and development). • Support the development and implementation of financial management capacitybuilding of staff. • In close cooperation with Managers in geographical area reinforce existingprocedures and systems for financial management and control in compliance with guidelines ofARC’s Operations Handbook, internal guidelines and donor requirements. • Ensure thorough and effective budgetary control in the country programs. • Liaise with relevant Managers on key financial issues for all programs in thecountry, including co-funding, financial reporting, key variances and any remedialaction. • Collecting cash forecasts from all Program Managers and requesting funds in atimely manner. • Maintain a continuous overview of funding levels and pay particular attentionto shared support costs, including staff salaries. • Ensure all required documentation for financial audits in cooperation withCoordination staff and HQ. • Ensure monthly meetings are held with project managers to discuss keyvariances, reasons for these, and any remedial action that is required. • Prepare for local audits. • Contribute to the development of proposals with regards to budgeting incooperation with Managers. ·Technical Line Management Responsibilities. • Provide technical guidance and support to other Employees in same technicalarea, who report to a different Manager. • Advise on and promote understanding and application of ARC policies,procedures and principles. • Raise non-compliance • When relevant, drives development of policies and standards in region orcountry and/or localizes global policies to regional or country level. · Tocarry-out any other duties and/or responsibilities assigned by his immediatesupervisor.

Education, technical skills & knowledge required :

  • Bachelor’s degree in Business Administration, with concentration in Finance orAccounting with at least 3 years’ experience years in Finance,·Working experience with international ;
  • NGOs·Logistics/Procurement/Transport/fleet management experience; stores managementexperienc ;
  • Computer proficiency in Word, Excel, PowerPoint, Access and computerized payrollsystems ·Familiarity with UN and international humanitarian financial standards.
