Short Summary of the intervention :
The general objective is: “The delivery of sexual and reproductive health services, including family planning services, as well as increased access of households to health care”.
The specific objective is: “To ensure that all women, new-borns, children, adolescents and men have universal access to quality integrated Reproductive, Maternal, Neonatal, Child and Adolescent Health (RMNCAH) and/or Family Planning & Adolescent Sexual Reproductive Health (FP/ASRH) services”.
The intervention, through a grant agreement with MoH, will support the roll-out of the Reproductive, Maternal, Neonatal & Child Health strategy (2018-2024) and the Family Planning/Adolescent Sexual & Reproductive Health strategy (2018-2024) to increase the national coverage of these services.
Through Result based financing, the intervention will support activities involving the purchase of family planning and other essential commodities, human resource professional development, medical infrastructure and equipment, health information, data systems and management as well as advocacy, outreach and behaviour change communication.
Job description :
The expert in Public Health will assure the strategic and operational follow-up of the grant agreement signed with MINECOFIN/MoH for the implementation of the intervention.
Function :
N+1: Resident Representative
Partners: Ministry of Health and the Rwanda Biomedical Centre (Primary Recipient); District Hospitals/District Health Management Team, other Social Cluster Ministries (Education, Youth, Gender) and selected Civil Society Organisations (Secondary Recipients).
Main tasks :
- The expert is responsible for the strategic dialogue under the RBF component of the health sector pillar of the Rwanda Country Programme Portfolio ;
- The expert will guide and coordinate the verification of results and with input from the Public Financial Management adviser to assess the earmarked budget and expenditures vis-à-vis interventions that attribute/contribute to the intended results ;
- Will assure technical coordination with the other intervention of the health pillar within the portfolio;
- Will participate in the regular meetings of Technical Working Groups in the areas of Maternal, Neonatal and Child Health, Human Resources for Health, Research & Knowledge Management (among others);
- Will participate in the integrated supportive supervision / data quality assessment missions twice a year;
- Will approve the quality of the annual result reports submitted by partners ;
- Will maintain a collaborative relationship with the Global Fund and the Local Fund Agent with regard to external verification processes ;
- Will contribute to the development of the RBF tool within Enabel’s context through capitalising on lessons learned from implementing the mixture of inputs (securing the full financing of earmarked interventions), but more importantly outputs (results measurement) controls.
Expected results of the function :
- Assure the strategic and operational piloting of the new Results Based Financing instrument :
- Ascertainment of the veracity of results according to the pre-defined targets ;
- Contribution to the mitigation of weaknesses in data systems implicated in measuring results ;
- Coordinate with the project component of the health portfolio to scale up best practices and innovations.
Your profile :
- Master’s degree or PhD in Public Health ;
- At least 5 years of experience and knowledge of health systems both at decentralised/operational and strategic level in a development setting ;
- Proven experience in policy dialogue at national level in a development context ;
- Experience in bilateral development cooperation ;
- Proven relevant experience in the area of Women’s and Children’s Health ;
- Knowledge in action-research, knowledge management and knowledge building including basic statistics and epidemiology ;
- Clear and concise writing skills, good communication, presentation and facilitation skills ;
- Good capacity to conduct action research and surveys ;
- Demonstrated interpersonal skills and the ability to work in a multi-actor environment ;
- Ability to work under stressful conditions with no objection to working overtime and undertaking field missions ;
- Knowledge of the local context is considered an asset ;
- Fluent in English, basic knowledge of French, Dutch and Kinyarwanda an asset ;
- Good knowledge of ICT ( Word, Excel, Power Point and Database).
We offer you :
- You will work on a full-time basis ;
- Duty station: Kigali – Rwanda, with frequent travelling in Rwanda ;
- Desired starting date : 1th of July 2019 ;
- Duration of the assignment: until the 30th of June 2024.
Monthly salary package :
(cat B417) between 5 247, 17euro and 7 344,22 euro (this includes the gross monthly salary and the expat benefits: hardship allowance and expat allowance). The salary is calculated, depending on the composition of the family and the number of years of relevant experience.
