Position title: Chargé/e des Sauvegardes Sociales _Tchad

Location: Chad (Zakouma, Siniaka-Minia, Aouk & Ennedi)

Under the supervision of : Directly from the APN Chad Park Directors, Supported by the Regional Safeguarding Manager

JOB DESCRIPTION:

African Parks is committed to recognizing and fully respecting the human rights of all people and to complying with social safeguard standards throughout all its operations and in all protected areas that the organization manages.

The main objective of the Chad Parks Safeguards Officer is to lead AP’s efforts in supporting the implementation of social safeguards and human rights policies across all park management activities in Chad. He/she will pay particular attention to overseeing an external grievance mechanism and conflict monitoring, while ensuring the training and mentoring of park staff.

The Social Safeguards Officer will report directly to Parks Management, and work closely with the Regional Safeguards Manager. He/she will be based at the operational bases of the respective parks, and will be required to travel regularly within the country.

Tasks and responsibilities:

  •  Plan, organize and deliver capacity building and training in human rights and social safeguards for all park staff, prioritizing human rights in law enforcement, through the development of tailored training modules aligned with AP standard procedures ;
  •  Support the integration of policies and other processes relating to social safeguards and human rights, as well as monitoring and risk assessment systems, into the planning of park activities,
  •  Support teams in implementing Social Safeguards and Social and Environmental Impact Assessment Plans;
  •  Identify activities likely to present risks in this area, and design and implement mitigation strategies in coordination with park management;
  •  Support field teams in establishing an operational grievance mechanism, and ensure timely review of all grievances and development of appropriate mitigation and/or follow-up actions, in coordination with the HQ Grievance Officer, Parks Management and Regional Safeguards Officer,
  •  Conduct internal investigations into sensitive complaints, documenting and reporting findings;
  •  Ensure safeguards are applied to key projects and complex initiatives, with particular attention to compliance with Free, Prior and Informed Consent (FPIC) guidelines, and support field teams in implementing the process, and ensuring full documentation of each process;
  •  Ensure compliance of the park’s social safeguards and human rights policies with applicable laws and regulations, SOPs and donor requirements;
  •  Support teams in conducting socio-economic surveys and assessments and ensure that data collection processes are ethical, inclusive and representative ;
  •  Participate in meetings and develop relevant partnerships at local and national level on social safeguards and human rights issues;
  •  Provide periodic reports to park management and regional management;
  •  In coordination with Parks FRMs, prepare and/or contribute to reports, briefings, analyses or any other communication required by donors, partners or other PA departments relating to social safeguards and human rights;
  •  Cultivate an environment of excellence, teamwork, integrity and professionalism;
  •  Develop the next generation of AP leaders through positive example and mentoring;
    Perform other duties, as required, that contribute to the success of AP’s operations and programming.

Abilities, skills and experience:

  •  Master’s degree, preferably in law or human rights;
  •  At least 6 years’ professional experience, preferably in the legal field, in the field of Social Safeguards and conflict management, or in the field of Corporate Social Responsibility (CSR), demonstrating in-depth knowledge of human rights issues, particularly in conservation or development contexts;
  •  Professional experience in the field of conservation is a plus;
  •  Strong analytical, research, fact-finding, monitoring, report writing, oral and written communication skills, with a proven ability to identify and analyze complex social, legal and political issues ;
  •  Experience as a trainer desirable;
  •  Willingness to achieve results and strong ability to work independently ;
  •  Willingness to work in remote areas;
  •  Strong personal integrity, ethics and reliability;
  •  Commitment to biodiversity conservation;
  •  Proven discretion and ability to work with sensitive information;
  •  Excellent interpersonal and communication skills;
  •  Proficiency in MS Office products;
  •  Excellent oral and written skills in French. Good command of English;
  •  Knowledge of local languages is a plus.

Indicators of success in two years ;

  1.  100% of relevant park staff trained;
  2.  No activities likely to constitute a violation of human rights in the management of protected areas in Chad;
  3.  Policies and standards relating to human rights and social safeguards are integrated into planning, monitoring and evaluation;
  4.  Grievance mechanism fully operational;
  5.  100% of complaints are investigated and appropriately followed up within the timeframe set by park policy, documented and archived;
  6.  The human rights risk register is documented and archived;
  7.  The park has developed relevant human rights partnerships.
  8. AP’s donors and partners in Chad are informed and satisfied with the social safeguards procedures in place.

Key performance indicators

  •  All monitoring and evaluation targets have been met;
  •  100% training rate for all staff;
  •  All programs and activities are reviewed for human rights risks;
  •  Risk registers updated;
  •  Compliance with applicable laws and regulations on social safeguards and human rights;
  •  All activities are properly coordinated and aligned with AP’s SOPs;
  •  All reports, audits and evaluations are prepared and submitted on time;
  •  100% of complaints received through the grievance mechanism are investigated and addressed in a timely manner;
  •  Development of partnerships on social safeguards and human rights issues.
