  1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following assignment: Somalia Infrastructure Fund Coordinator
  2. As part of the Somalia New Deal Compact, the Federal Government of Somalia (FGS) requested the Bank to establish and manage the Somalia Infrastructure Fund (SIF) to support the planning, rehabilitation, and development of infrastructure in the country. The SIF is part of the Somalia Development and Reconstruction Facility, a financial architecture that coordinates the actions of separate Multi-Partner Trust Funds managed respectively by the World Bank, United Nations, and the African Development Bank (the SIF).
  3. The SIF became operational on 3 October 2016 following the approval, by the Bank’s Senior Management, of the Framework Document establishing it as a special window under the Bank’s Transitional Support Facility. SIF’s goal is to support and accelerate Somalia’s inclusive and sustainable economic recovery, peace building and state building within the context of the Bank’s Strategy for Addressing Fragility and Building Resilience in Africa (2014 – 2019). The Fund will achieve this goal through efficient and effective intermediation of development assistance targeted towards the rehabilitation and development of Somalia’s infrastructure, with a focus on energy, water
  • sanitation, transport and ICT, and related institutional capacity building.
  1. Since its operationalization, the SIF has received contributions and pledges from the United Kingdom, Italy, European Union and the Islamic Development Bank. In addition, the AfDB has committed its’ funds for sole financing or co-financing of SIF projects. There are three ongoing projects within the SIF framework. Two additional projects are currently being prepared for implementation through the SIF.
  2. As the SIF administrator, the AfDB is responsible for, among others, overall management of funds, and technical oversight and quality assurance for the preparation and supervision of projects and programmes. Given the increasing SIF portfolio, the Bank requires the services of a Long-term Consultant (Somalia Infrastructure Fund Coordinator) to assist in the administration and coordination of SIF activities.
  3. The Coordinator will be responsible for the overall day-to-day management of the Fund’s activities. He/She will be the focal person for all SIF-related activities and events, and will liaise with a wide range of external stakeholders including the FGS, donors and implementing agencies. Under the supervision and guidance of the Deputy Director General, RDGE, the SIF Coordinator will carry out the following duties:
  4. Overall SIF programme management
  5. High-level partner relations, communication and aid coordination. This will include representing the Fund at the SDRF donor coordination meetings (Somali Partnership Forum, SDRF Steering Committees, Pillar Working Groups, Trust Fund Administrators meetings, Risk Management Group and any other meeting requested by donors) as well as organizing and convening the SIF monthly or quarterly Forums.
  6. Organising and following up resource mobilization activities for the SIF
  7. Monitoring of project and fund-level results by maintaining close communication with project task managers and implementers, to ensure that projects are on track and objectives are met.
  8. Taking the lead in risk management of SIF activities and projects. This will include monitoring and identifying potential risks that could adversely affect the Fund’s activities
  9. Participating in policy dialogue with the Government of Somalia and other stakeholders including donors, implementing partners etc.
  10. Taking the lead in preparing fund reports and briefs with contributions from the Country Economist, project task managers, and other relevant departments
  11. Serve as a focal point for all SIF projects and any other related activities
  12. When necessary, participate in project-specific missions such as identification, appraisal, launching and supervision
  13. Coordinate and participate in negotiation and conclusion of Contribution Agreements with donors with respect to contributions to the SIF
  14. Supervise the Team Assistant.
  15. The East Africa Regional Development and Business Delivery Office (RDGE) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.).
  16. The eligibility criteria, the establishment of a shortlist and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the selection of Corporate Consultants. Please note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.
  17. The work assignment, under this term of reference, will involve full-time consultancy services for a period of twenty-four (24) months. An initial contract will be issued for a period of one (1) year, and may be extended for periods that cumulatively do not exceed twelve (12) months based on the performance of the retained Consultant and as determined by the Bank. This is a local consultancy position, as the Consultant will be based in RDGE-Nairobi. The consultant will be expected to travel on Bank missions to Somalia and other regional member countries as may be necessary for the execution of the work program. The successful Consultant will be expected to start as soon as the selection process is completed and the contract signed.

3.Conduct of Assignment

The Coordinator will report directly to the Deputy Director General and work closely with other relevant Bank departments and staff. He/she will be based in RDGE-Nairobi and is expected to travel on Bank missions to Somalia and other regional member countries as may be necessary for the execution of the work program.

The work assignment, under this term of reference, will involve full-time consultancy services for a period of twenty-four (24) months.   1. Selection Criteria (including desirable skills, knowledge and experience)
  • A minimum of a master’s degree in a relevant development discipline
  • A minimum of 5 years of relevant professional experience
  • Good knowledge of Fund management best practises
  • Experience in working in a transition state, especially Somalia
  • Ability to produce high-quality work and manage multiple tasks under tight deadlines
  • Experience in risk management
  • Proven ability to monitor programs and to ensure quality of portfolio/program performance
  • Ability to effectively interact with national authorities and technical and financial partners on policy and aid coordination issues
  • Ability to address issues of portfolio management across sectors
  • Ability to communicate and write effectively in English
  • Experience in preparing documents on economic analysis will be an added advantage.
  • Be national of a member country of the African Development Bank;
  1. Remuneration

The remuneration will be in accordance with Bank rates for local consultants in consideration of the qualification and experience of the Consultant.
