ESTABLISHMENT OF THE SHORT LIST
A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
Level of education in general : 20%
Educational level compared to the field of mission : 20%
Years of experience in general : 20%
Number of years of experience relevant to the mission : 40%
Terms of reference for Individual Consultant to coordinate the production of the African Development Report 2018
i. Background
The African Development Report (ADR) is the AfDB’s flagship publication, which focuses each year on a central theme that addresses development challenges in Africa. The theme of the 2017 edition of the Report is ‘Agriculture as a Lucrative Business’, which is an area of central strategic importance to the Bank. In spite of Africa’s vast expanse of arable land, Africa’s agriculture falls short of expectations in terms of productivity, value addition, and contribution to national economies. The poor performance of agriculture undermines food security, with Africa recording high poverty rates and the highest incidence of undernourishment in the World, while significant food imports put additional strain on scarce foreign exchange reserves. African countries need to revisit their agricultural policies and practices. Paving the way for an agro-allied industrial development will enhance agriculture productivity and bring a sustainable structure change, including job creation. More importantly, Africa’s agriculture needs to be treated, not like a development activity for tackling poverty, but as a wealth-creation, lucrative business. The objective of the ADR 2018 is therefore to seek ways of
transforming Africa’s agriculture into a productive venture.
The revised draft of the chapters is already consolidated in one report. The role of the consultant is therefore to review the report and streamline to reduce size, improve quality and ensure consistency in message in all the chapters.
ii. Duties and responsibilities of the consultant
The consultant will be required to perform the following tasks:
- Streamline and reduce the current draft report from 155,000 words to between 80,000 to 100,000 words.
- Review all the draft chapters, diagnosing work already done, cutting out redundancies and making additional inputs as necessary to improve the overall quality of the report while keeping focus on the key messages from each of the chapters. In addition,, the consultant may include figures, charts, tables, correlations and regressions that will help drive key messages home.
- Streamline each of the chapters to remove any conflicting messages within and between the chapters, repetitions and redundant statements and content.
- Make revisions as may be suggested by Task Manager and senior management.
iii. Duration and Location
The Consultant will work for a period of 6 months, starting from 1st August 2018 to 31st December 2018. The consultant will be based at the Bank’s Headquarters in Abidjan.
iv. Qualifications and Competencies
- At least a Master’s degree or its equivalent in Agricultural Economics, Development Economics, Quantitative Methods, or a related field; PhD is an advantage.
- Excellent report-writing skills;
- Ability to think critically and to analyze complex issues;
- Ability to undertake rigorous statistical analysis;
- Minimum of 5 years of relevant quantitative and qualitative research experience and report writing on policy-making in development finance with a focus on the agriculture sector;
- Proven capacity to work in a team or independently, and to deliver outputs in a timely manner;
- Competence in the use of Bank’s standard software (Word, Excel, Access, PowerPoint, and web tools);
- English is required; knowledge of French is an advantage.
v. Remuneration for the Assignment
The Consultant will be paid a lump sum amount commensurate with the number of years of experience and deliverables and in line with the Bank’s guidelines for engagement of individual consultants. The Bank will also cover travel expenses, where applicable, in line with the Bank’s Travel Policy for individual consultants.
