  1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: Environmental and Social Consultant ;
  2. The services to be provided under the Assignment include :

The Consultant Specialist will work under the general supervision and guidance of the Director Safeguard and Compliance Department (SNSC) and the OIC Environmental and social Safeguards coordinator of SNSC in Tunis. The Consultant shall be assigned tasks related to operations being designed, implemented, and monitored. His/her core duties will include the following :

  • Reviewing Environmental and Social Impact Assessment (ESIA), Strategic Environmental and Social Assessment (SESA), Environmental and Social Management Plan (ESMP), Full or Abbreviated Resettlement Action Plans (RAPs), Community Development Plans (CDPs), Livelihood Restoration Plans (LRPs), Environmental and Social Management Framework (ESMF) and Environmental and Social Management System (ESMS) and prepare where applicable summaries for disclosure on the Bank’s website ;
  • Analyse and mainstream relevant and cross-cutting environmental and social issues into Bank operations, particularly issues related to gender, involuntary resettlement, stakeholder engagement and the social implications of climate change ;
  • monitoring compliance of operations with the Bank’s environmental and social safeguards, policies, and guidelines consistent with the Bank’s ISS ;
  • undertaking compliance audits concerning the design and implementation modalities and E&S reporting requirements for projects and programmes ;
  • Undertake any other duties as deemed necessary by SNSC Management.

The estimated duration of services is 6 months. The estimated starting date is November 26, 2018. The duty station of the consultant will be Tunis. The consultant will be expected to undertake frequent duty travels outside Tunis.

  1. The Safeguard and Compliance Department (SNSC)/RDGN.4 invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.) ;
  2. The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure budget. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
  3. The estimated duration of services is six (06) months and the estimated starting date is April 10th, 2018  ;

  5. Expressions of interest must be received at the address below no later than Friday, 26 October, 2018 at 15:00 pm local time and specifically mentioning SNSC/RDGN.4

Establishment of the short list

  1. A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
Level of education in general: 20%

Introduction

The African Development Bank (AfDB) Group wishes to recruit a short term Consultant-Environmental Specialist to provide services within a multi-disciplinary team of environmental specialists and social development specialists on operational activities through the identification, preparation, appraisal, approval, supervision, and completion of projects and programs. The Consultant shall work with the Environmental and Social Experts of the Safeguard and Compliance Department (SNSC) based in Tunis within the implementation Unit RGDN3. The SNSC department provides services on a broad range of public and private sector projects across the entire Bank. SNSC is responsible for supporting project teams in developing and monitoring operations in a socially and environmentally sustainable manner.

 

Duties

The Consultant Specialist will work under the general supervision and guidance of the Director Safeguard and Compliance Department (SNSC) and the OIC Environmental and social Safeguards coordinator of SNSC in Tunis. The Consultant shall be assigned tasks related to operations being designed, implemented, and monitored.

His/her core duties will include the following :

Identified Deliverables

Counting on strong analytical and writing skills, the Consultant shall be expected to make written contributions and participate in the following :

  • (Draft relevant sections of the Executive Summaries of the E&S documentation (ESIAs and/or RAPs) for review by SNSC, posting on the Bank’s website, and distribution to the Bank’s Board of Directors in line with the ISS public disclosure requirements ;
  • Draft and/or contribute to drafting relevant sections of other required E&S reports/ documentation ;
  • Draft and/or contribute to drafting report templates for monitoring E&S impacts ;
  • Contribute to drafting Management responses to Board queries highlighting environmental considerations linked to projects and programs ;
  • Provide relevant information on environmental impacts for inclusion in reports in cases of a project/ program being subjected to the IRM ;
  • Participate in due diligence missions related to the identification, preparation, appraisal, supervision, and completion of projects/ programs ;
  • Review bidding documents and contracts in particular environmental and social clauses.

 

Selection Criteria

a.At least a Master’s Degree in Environmental Studies,  Natural Resource Management,  Environmental  Policy,  Earth/Geoscience,  and  environment-related discipline;
b.A minimum of ten (15) years of relevant professional experience in the areas  of  environmental  and  social  management,  natural  resource  management, environmental assessment, environmental monitoring and environmental compliance, management  of  resettlement  and  compensation  processes,  engagement  and  public consultations;
c.Experience  in  preparing  and managing  the  implementation  of  ESIAs, ESMPs, ESMF, Full or Abbreviated Resettlement Action Plans (RAPs),  including social aspects of development projects (e.g. health and safety, involuntary resettlement and  gender  components),  operations  monitoring  and  evaluation,  and  compliance assessment;
d.Knowledge  and  experience in  multi-criteria  assessment,  stakeholder engagement  and  consultation,  community  participation,  with  analytical  skills  in assessing  institutional  capacities  and  designing/reviewing  practical  implementation arrangements for complex projects, especially in Africa;
e.Well-rounded understanding of critical issues in sustainable development, international  environment  and  development  policy,  climate  change,  gender,  social enhancement measures, labor, youth employment, etc.
f.Very good experience with the donors agencies and the Bank,
g.Ability to communicate and write effectively in English and/or French, with preference for capabilities in both languages

 

Contract Duration

The estimated duration of services is 6 months. The estimated starting date is November 26, 2018. The duty station of the consultant will be Tunis. The consultant will be expected to undertake frequent duty travels outside Tunis.

 

Duty Station

The Consultant shall be stationed in Tunis in the AFDB Regional Office for North-Africa – Tunis.
