2. Brief description of the Assignment:

In the framework of its new IT Strategy 2017-2020 (Digital Strategy), the Bank has initiated a program for the transformation of its current SAP platform to properly support the new Business Delivery Model and achievement of its High priorities. The program kick-off is planned for early September 2018.

In this regard, the Bank is seeking the services of an independent individual consultant with proven experience in communications.

The consultant will be responsible for strategic and tactical communications of the SAP Transformation program. His/her main role will be to plan, develop, and implement an effective communications and outreach strategy to raise awareness and understanding of the SAP program in order to improve user experience.

11. Establishment of the Short List
    

A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.

The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s procedure for the acquisition of consulting services funded by the Administrative or Capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.

ANNEX 1: TERMS OF REFRENCE

COMMUNICATION SPECIALIST FOR SAP TRANSFORMATION PROGRAM

1. Background

1.1. The African Development Bank Group (ADB) is a regional multilateral development institution established in 1963 with a mandate to further the economic development and social progress of African countries, individually and collectively. The Bank has approximately 2000 staff members, recruited from a wide geographic area only limited by membership in the Bank. There are currently 80 different nationalities from Africa, Asia, Europe and the Americas represented within the Bank, making the institution multicultural in every sense of the word. The Bank has two official languages: English and French. It co-operates with a large network of international development partners.

1.2.  Corporate Information Technology Services Department (CHIS)

The strategic objective of the Corporate Information Technology Services department (CHIS) at the Bank is to align the IT delivery strategy with the Bank’s business strategy and increase organizational effectiveness through efficient use of Information Systems (IT). CHIS department is mandated by the Bank to deliver the best possible IT services for Bank staff and help achieve results that will get the Bank closer to accomplishing its development goals.

2. Objectives of the assignment

The consultant will be responsible for strategic and tactical communications of the SAP Transformation program. His/her main role will be to plan, develop, and implement an effective communications and outreach strategy to raise awareness and understanding of the SAP program in order to improve user experience.

3. Scope of the services

The Consultant’s duties will include the following:

• Design, implement, monitor and assess a comprehensive, results-oriented communications strategy and plan for the launch of the SAP Transformation program.

• Proactively manage communications with business stakeholders and process owners in line with the program implementation strategy, to identify opportunities and campaign initiatives in order to improve client experience.

• Define a clear communications plan for the SAP Transformation program and identify the channels that are most effective in communicating the implementation strategy.

• Prepare and oversee various communications products and channels, including events or launches, SAP presentations campaigns, blogs, etc.

• Design and organize SAP Launch event

• Ensure communications content are accurate; properly represent the program deliverables and coordinate information distribution to the Bank-wide audience.

• Write and disseminate information about SAP program delivery to users, presentations, letters and other forms of communications to Bank-wide stakeholders.

• Ensure all communication material is targeted at agreed audiences, and delivers agreed key messages.

4. Tor outputs – deliverables

Throughout the engagement period, the consultant will deliver the following:

• Design, edit, publish and disseminate (or keep up to date) all SAP program communications material to Bank-wide audiences.

• Framework for establishing a monthly bulletin about the SAP program (with template).

• SAP program communication material through the implementation timeline.

• Communication Plan.

• Internal communications support to the SAP program teams.

5. Profile of the consultant

The successful candidate should have the following skills and competencies:

• At least a Master’s degree in Communications, Marketing, Journalism or Information Knowledge Management.

• Minimum of 5 years of relevant professional experience in Communication Management field gained with similar multinational, major private or public institutions.

• Should be bilingual. Communicate and write effectively in French and English.

• Ability to think strategically and rapidly analyze diverse information from various sources.

• Experience using digital and social media to stimulate conversations with user communities, develop strategies to position across different means of communications.

• Ability for teamwork in a multicultural environment.

• Significant experience in the planning, development, and execution of communications strategies for complex IT projects.

• Client Orientation – experience maintaining client relationships in the face of conflicting demands or directions and provideing evidence-based advice and solutions based on sound diagnosis and knowledge.

• Strong ability to see newsworthy stories quickly and easily.

• Experience in creating engaging social media assets and image editing.

• Ability to analyze complex information quickly and simplify for audiences.

6. Assignment timeline

The assignment duration is 03 months renewable one time.

7. Reporting

The Communication Consultant will report directly to the SAP Program Director.

8. Remuneration

The consultant will receive a monthly lump sum be based on the experience and the Bank guidelines on individual consultants remuneration. No additional benefits or per diem will be paid.
