Title of the assignment: Junior Consultant – Junior Communications Officer, Energy Financial Solutions, Policy and Regulation.

Brief description of the Assignment: The Junior Consultant will join the Energy Policy, Regulation and Statistics (PESR.1) division of the PESR department. The main assignment of the Junior Consultant will be to coordinate the communications and outreach activities of the Energy Financial Solutions, Policy and Regulation (PESR) Department of the African Development Bank (AfDB)

Terms of Reference for Junior Consultant

  1. Introduction:

The Power, Energy, Climate and Green Growth Sector Complex (PEVP) of the African Development Bank has the purpose to fulfil the objectives of “Light Up and Power Africa” – principally achieving universal access to energy by 2025 across Africa. PEVP oversees strategy and policy development in the energy systems space; builds alignment across stakeholders and represents the Bank with external stakeholders; originates projects, develops new, innovative financing instruments; and ensures delivery of the “Light Up and Power Africa” agenda.

Within PEVP, the Energy Financial Solutions, Policy and Regulation Department (PESR) has among its objectives to support the Bank’s Regional Member Countries, and African sub-regions in the establishment of relevant energy policies and clear, predictable and transparent regulation frameworks to ensure financial sustainability of the sector and mobilize private investments for the development of energy projects in Africa.

The PESR Department is currently seeking a Junior Communications Officer (the “Junior Consultant”) to assist in coordinating and implementing the Department’s communications and outreach activities.

  1. Objectives of the assignment:

The objective of the assignment is to develop and implement the communications, and outreach activities of the PESR Department.

  • Main activities

The main activities of the Junior Consultant shall be the following:

  • support the external and internal communications of the African Energy Portal (AEP or the “Portal”), an online, publicly accessible Bank’s website consolidating news, statistics, events, and other relevant information on the African energy and power sectors;
  • actively support the maintenance of the AEP, including by leading discussions on the Portal’s forums and blogs, maintaining and distributing its regularly issued newsletter, updating the relevant news and events sections (sourcing from other publications and news sources, where necessary), and managing its social media presence;
  • actively support communications activities related to Department-led publications, as well as news stories on websites and social media;
  • assist the transactional teams in the PESR Department on preparing external and internal communications in respect of their projects;
  • prepare press briefings on Department achievements, news, and any other matters for external and internal consumption;
  • provide support in promoting Department-led events, fora, webinars, and other collaborative activities; and
  • support, develop, and/or coordinate any other communications activities with regards to business development, outreach activities, projects, and/or strategies of the PESR Department.
  1. Duration of the assignment:

The assignment will be for 6 working months, extendable to 12 working months following the positive appraisal of the Junior Consultant. The duty station will be the AfDB Headquarters in Abidjan.

  1. Qualifications

The candidate shall meet the following minimum requirements:

  • Hold at least a Master’s degree in Media & Communications, Business Administration, or related fields.
  • Have a minimum of two (2) and a maximum of five (5) years of relevant experience.
  • Less than 32 years age.
  • National of a Bank Member Country.
  • Prior experience working in African or emerging markets.
  • An understanding of development issues, particularly with reference to the energy sector.
  • The ability to develop and implement communications, business development and outreach strategies.
  • Excellent technical, analytical skills and established operational track record of achieving results.
  • Strong conceptual abilities and capacity to produce high-quality work.
  • Proven ability to handle confidential information with discretion.
  • Excellent interpersonal skills, ability to deal effectively with staff at all levels.
  • Good organizational skills and demonstrated ability to manage a variable workload in a team environment, including the ability to meet deadlines.
  • Excellent qualitative research skills, especially on economic, energy, financial topics/issues.
  • Proven ability to write effectively under time pressure.
  • Knowledge and understanding of AfDB administrative and operational procedures.
  • Ability to communicate effectively (written and oral) in English or French, preferably with a working knowledge of the other.
  • Competence in the use of standard Microsoft Office applications (Word, Excel, PowerPoint) and web technologies (i.e. content management systems, Drupal, social media platforms, etc.)
  • Prior experience managing and/or maintaining a website and/or blog, with SEO experience considered an advantage.
  • Experience in international organizations will be an asset.

1.General qualifications and adequacy for the assignment to be undertaken(30%)

The selection criteria for junior consultants will be based primarily on the evaluation of their curriculum vitae, as well as their experience in undertaking similar activities with other firms and institutions and their availability.

  • Remuneration:

The Junior Consultant will be paid a competitive monthly lump sum for the entire period in accordance with Bank’s scale set for Junior Consultants and commensurate with the number of years of relevant experience.
