Expression of interest is being requested for a [Senior Consultant] Position

Dear Sir/Madam,

We are pleased to inform you that the Office of the Secretary General & General Secretariat of the African Development Bank will require the services of a Consultant for the following assignment:

Brief description of the Assignment: To provide technical assistance in helping with the ongoing implementation of DAI and Records Management policies including monitoring disclosure compliance by liaising with Bank’s relevant units and departments, managing all aspects of communications with both internal and external stakeholders and help maximize utilization of the access to information channels. He/She will also provide training (For both DAI and Records Management), prepare reports and focus on advisory and supporting roles.

Place of assignment: Bank’s headquarters in Abidjan, Côte d’Ivoire and work from here during the whole consultancy period

Duration of the assignment: 12 months

  1. The proposals to be submitted by the selected consultants shall be evaluated on the basis of the following criteria1:
a)general qualifications and adequacy for the assignment to be undertaken15%
b) 

similar experience in the area of expertise of the assignment  and understanding of TOR

c)experience with the Bank and/or multilateral donors15%
d)language proficiency10%
e)knowledge in the implementation of IT solutions and information life cycle management10%

 

  1. Only the proposals scoring [minimum score to be determined on the basis of the complexity of the services to be provided, but shall not be less than 70 points] or above shall be considered for this assignment. All the consultants shall be ranked and the highest ranked consultant will be selected for the said assignment if his/her fees are within budget limits.
  1. The consultant shall bear all his/her insurance and medical costs for the duration of his/her services.
  1. The consultant shall take steps to obtain the visas or certificates of residence required to perform his/her duties and fulfill his/her obligations under this contract. The Bank will assist the consultant in these tasks whenever necessary.
  1. Kindly submit your proposal, at the venue indicated for the submission of proposals before the closing date specified in paragraph 2 above. Any proposal received after the closing date shall be rejected.

Terms of Reference for: Recruitment of an individual consultant to implement the disclosure and access to information policy (DAIP)

  1. Introduction / Background

1.1 The African Development Bank (hereinafter referred to as the “Bank’’ is a Multilateral Development Bank established in 1964 to catalyze sustainable economic development and social progress in its regional member countries (RMCs), thus contributing to poverty reduction. The Bank has 80 members consisting of 54 regional and 26 non-regional countries.

1.2 The Board of Directors approved the new DAI Policy on 02 May 2012 and the Records Management and Archives policy in February 2018. The General Secretariat (PSEG) is entrusted with the responsibility of implementing both Policies and has been leading the corporate level monitoring of the implementation in general, and providing services, products, and tools to Bank staff to fulfill the requirements of these policies. PSEG’s Immediate Office (PSEG.0) has been committed to create awareness of the policies and mechanisms for their implementation.

1.3 The role of the Banks’ Office of the Secretary General and the General Secretariat (PSEG) is to facilitate the delivery of the objectives of the Bank’s Ten Year Strategy, High 5s, and Developm ent and Business Delivery Model (DBDM) by enhancing the decision-making process of the governance organs and forging better working relationships with the shareholders and host countries of the Bank. PSEG serves as the Secretariat of the Boards of Governors and Boards of Directors and is comprised of: (i) the Immediate Office of the Secretary General (PSEG.0) which has the additional responsibility of managing the Records Management and Archives Section as well as the Conferences and Meetings Section; (ii) a Board Affairs and Proceedings Division (PSEG.1); and (iii) a Protocol, Privileges and Immunities Division (PSEG.2).

1.4 The consultancy services being sought will be provided for PSEG.0; In this connection the consultant shall report to the Chief Records Management and Archives Officer, PSEG.0, and work under his/her supervision.

 

  1. Key qualifications and Experience required:

The assignment requires the services of a qualified Consultant with extensive and substantial experience in information sciences, and familiar with organizational development and change management.

2.1 The Consultant must demonstrate solid and proven experience with management and implementation of disclosure and access to information policy and/or legislation and best practices.

2.2 The consultant must have a knowledge of freedom of information, development project lifecycle, or related domain and report writing skills would be an asset.

2.3 The Consultant must possess minimum of eight (8) years of proven relevant work experience preferably gained in a bilateral and/or multilateral organizations or government agencies.

2.4 The Consultant must possess an excellent oral and written command of one of the Bank Group’s working languages, and a good working knowledge of the other language;

2.5 The Consultant must have a University degree, preferably a Masters or higher, in a relevant field such as, but not limited to: library and information sciences, management information system, international development; economics; management and organization; human resource management; law; international organizations; and governance.

2.6 The consultant must give a good knowledge of IM/RM theories, principles and best practices.

2.7 The consultant must have Knowledge of IM/RM systems/technology and possess the ability to assess implications of emerging technologies.

2.8 Excellent interpersonal and communication skills, able to influence at multiple levels within the Bank and promote cross-functional collaboration.

2.9 Advanced skills in the areas of analytical thinking, multi-tasking, deadline oriented client focus and teamwork will be an asset.

 

  1. Duties and Responsibilities of the Consultant A – DAI related

The task of the consultant will require him/her to be fully involved in the activities of the section, which will include.

3.1 Assist the Chief Records Management and Archives Officer in PSEG.0 on the procedures and rules related to the implementation of DAI policy;

3.2 Liaise with Bank’s departments and monitor document capturing, processing and timely disclose in the external website;

3.3 Review and respond to information requests by both internal and external stakeholders

3.4 Update and maintain the external DAI website and DAI intranet;

3.5 Design all necessary templates required for the disclosure and access to information

3.6 Provide DAI training, collect statistics on disclosure, write reports, and focus on advisory and supporting roles;

3.7 Assist the Chief Records Management and Archives Officer in preparing correspondences, documentations, tables, charts, briefing materials and presentations as required;

3.8 The consultant shall perform any other administrative duty, documentary research, and any other duties as required by the Chief Records Management and Archives Officer;

3.9 Supporting other divisional initiatives or activities including the preparation of Annual Reports to Board of Directors.

B – Records Management and Archives related

3.10 The consultant will assist the Chief Records Management and Archives Officer in developing, implementing and evaluating records management standards, method, procedures and guidelines;

3.11 Participate in the implementation of a new electronic document and records management solution (ECM);

3.12 Take part in developing, recommending, implementing and managing policies, guidelines, standards and best practice tools for physical and electronic records management at the Bank;

3.13 Assist in the control and maintenance of the Information/Records Management Program by evaluating and recommending changes to policy, standards, methods and procedures;

3.14 Managing the development of organizational based structures for information repositories that support the efficient storage and retrieval of electronic information and records;

3.15 Ensuring, through consultation with clients, that records management practices are integrated into the design of business system applications, work processes and management functions;

3.16 Assist in developing performance measurement indicators, measuring progress and reporting as appropriate;

3.17 Assist in developing an effective training framework and comprehensive modules to promote records management awareness and developing improved practices throughout the Bank.

3.18 Assist in the delivery of a comprehensive functional IM/RM training and information sessions related to new IM/RM technologies, processes, etc.

  1. Requirement for a Technical Proposal
