AfCoP Project

 

Title of the assignment: The consultant firm to prepare MfDR modules and train the AfCoP Facilitators selected from the Community of Practices for MfDR (AfCoP-MfDR) by the AfCoP bureau

Brief description of the Assignment: to build the capacity of AfCoP Facilitators to deepen their knowledge of MfDR and address the challenges of effective MfDR implementation and institutionalization, including national systems and creating a favourable environment. The AfCoP Facilitators are, for the most part, national coaches who are already trained in MfDR to assist in implementing the Project from 2013 to 2017

Duration of the assignment: 55 working days

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Corporate Consultants”. Terms of Reference

BACKGROUND AND CONTEXT

  1. The African Community of Practice on Managing for Development Results (AfCoP) is a pan-African, non-governmental, and not-for-profit organization, committed to the development and promotion of a results culture in Africa to contribute to the Africa transformation agenda.
  1. It was established in 2007, in the context of the Paris Declaration, in response to the commitment of African countries to adopt the principles and practices of MfDR to create sustainable change in the lives of their populations.
  1. It is a coalition of African leaders from all components of the society and engaged in a shared dynamic of results. Its members are public administration officials, parliamentarians, representatives of civil society, the private sector, academia, the media and development partners.
  1. Its objectives are to: (i) support institutional reforms to make public sector management (PSM) systems more results-oriented; (ii) strengthen the capacities of the stakeholders involved in the development process; (iii) influence key political processes for achieving development results through advocacy, advice and dialogue with governments and donors; and (v) conduct research and analysis on theories of change and action, as well as good practices, to enable evidence-based decision-making.
  1. AfCoP is supported by the African Development Bank to build capacity on MfDR in countries (18 countries) and to facilitate policy and regional programmes implementation through the MfDR approach. To this context, AfCoP developed the Africa for Results (AfriK4R) initiative, as a regional approach to development, to help materialize that vision by mobilizing African stakeholders around the results and regional development agendas. The AfriK4R initiative aims to: (i) strengthen public sector management systems to build capable states; (ii) strengthen results-oriented organizations for better service delivery; (iii) enhance regional convergence through MfDR to improve regional integration; and (iv) promote South-South knowledge sharing.

AfCoP is supported by the African Development Bank to build capacity on MfDR in countries (18 countries) and to facilitate policy and regional programmes implementation through the MfDR approach. Prior to the preparation of the second phase of the project and to the new status conferring AfCoP with a legal identity, a group of MfDR experts called “AfCoP Facilitators” will be established and accredited by AfCoP.

PURPOSE

  1. The purpose of the consultancy is to to prepare MfDR modules and train the AfCoP Facilitators. Prior to the preparation of the second phase of the project and to the new status conferring AfCoP with a legal identity, a group of MfDR experts called “AfCoP Facilitators” will be established and accredited by AfCoP.

The firm consultant will be responsible for providing MfDR services, including training of trainers, and AfCoP’s research activities and various capacity-building activities. AfCoP Facilitators are, for the most part, national coaches who are already trained in MfDR to assist in implementing the Project. To prepare and facilitate training sessions thereby building the capacity of AfCoP Facilitators and empowering them to perform their tasks

SPECIFIC OBJECTIVES AND SCOPE

The objective is to build the capacity of AfCoP Facilitators to deepen their knowledge of MfDR and address the challenges of effective MfDR implementation and institutionalization, including national systems and creating a favourable environment. To this end, the consultant shall strengthen skills, provide technical advice and develop MfDR methodologies, approaches, tools and techniques to:

  • Improve national systems (such as the national planning system, the budgeting system, the human resources management system, the statistical system, the monitoring and evaluation system and the audit system) making them more results-based:
  • Integrate MfDR into public policies, especially those related to achieving the Sustainable Development Goals (SDGs)
  • Train champions, coaches and a critical mass of people in MfDR principles, concepts and tools to achieve tangible results on the ground;
  • generate a strong demand for information on results from parliamentarians, the media, civil society and senior officials
  • Strengthen political buy-in and empowerment to hold governments accountable for results
  • Put in place incentive systems to encourage, motivate and promote good performance in order to achieve the set results.

 

  1. Expected results

The abilities of the participants should be strengthened to enable them to:

  • Assist public authorities in establishing institutional reforms to achieve more results-oriented public systems and policies;
  • Assist project leaders to develop change theories and monitoring and evaluation mechanisms for their development projects;
  • Strengthen the capacity of parliamentarians, civil societies and the media to participate in the devising and implementing public policies and to use results-based information that hold governments accountable;
  • Train champions, coaches and a critical mass of people in MfDR principles, concepts and tools to achieve tangible results on the ground;
  • Serve as independent experts to conduct external assessments and analysis, or to oversee and validate information on government results to make them more credible to citizens.

  1. Tasks of the consultant

In order to achieve these results, the consultant(s) shall perform the following tasks for 55 days (10 days/session):

  • Preparation of specific training modules and exercises;
  • Preparation of training materials in English/French, in accordance with international quality standards;
  • Teaching of training modules integrating adult learning techniques;
  • Help to lead working groups and the pooling of experiences.
  1. Training content

The consultant shall contribute to pooling African MfDR experience in discussions through: interactive presentations and exchange of views on the concept and tools; a teaching method based on case studies; mentoring and coaching, group presentation and peer learning. The trainer will lead the working groups.

  1. Qualifications and skills

The Consultant shall have the following profile:

  • Possess a Master’s degree in social sciences, humanities, politics or governance or a related field;
  • Be a specialist in MfDR with at least ten (10) years of experience in the field of MfDR and/or M & E;
  • Be a recognized trainer with at least five years of experience in adult education;
  • Possess at least two previous experiences in training on Managing for Development Results (MfDR);
  • Proven successful experience in organizing adult education sessions in Africa, especially in the AfDB environment;
  • Possess excellent communication and teamwork skills and a perfect command of English and French.
